SUBJECT: APPOINTMENTS TO THE RETIRrMENT BOARD
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONBUMATIONS
1. Reappoint to the Contra Costa County Employees' Retirement
Board for three year terms expiring June 30, 1993 the
following:

2 . Agree to sponsor legislation in 1991 which would adjust the
terms of office of the Board' s appointees to the Retirement
Board so that the term of office of no more than two of the
Board of Supervisors ' appointees to the Retirement Board
expire in the same year, and which takes into consideration
the year in which the other seats on the Retirement Board
expire so that there is as little possibility as possible of
a major disruption in the continuity of the Retirement Board
by having a disproportionate number of seats on the
Retirement Board expire in the same year. In this regard,
request the County Administrator to include this proposal in

the Board of Supervisors' 1991 Legislative Program and work
closely with the Retirement Administrator to achieve the
above objective with as little disruption as possible of
existing terms of office.
BACKGROUND:
On June 19, 1990 the Board of Supervisors approved
recommendations from our Committee suggesting a joint meeting
with our appointees to the Retirement Board. This meeting took
place over lunch on September 25, 1990. We were very impressed
and pleased with the dedication and commitment shown by the Board
of Supervisors' appointees to the Retirement Board. The
agreement which has been adopted by the Retirement Board. for
addressing the disposition of its earnings which are beyond the
assumptions made by the Retirement Board appears to be fair to
the retirees, current employees, the Board of Supervisors and the
financial integrity of the retirement system. We believe that
the three members of the Retirement Board whose terms expired in
June should be reappointed. In addition, we believe that the
County should seek legislation in 1991 which would adjust the
terms of office of members of the Retirement Board so that we do
not face the possibility we did this year that a majority of the
members of the Retirement Board could have been replaced in a
single year.
