THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on October 30, 1990 , by the following vote:
AYES: Supervisors Powers, Schroder, McPeak, Torlakson, Fanden
NOES: None
ABSENT: None
ABSTAIN: None

SUBJECT: San Ramon Valley/Tassajara Fire Protection
District Boundary Reorganization (LAFC 90-28)
The Board on October 11, 1990 fixed this date for
hearing on the proposed San Ramon Valley/Tassajara Fire Protection
District Boundary Reorganization.
Victor J. Westman, County Counsel, advised the Board
that the recommended action today would be to open the public
hearing, receive comments from any interested parties, close the
public hearing and set the matter for final consideration after a
30 day period for filing a petition requiring a confirming
election.
Chairwoman Fanden opened the public hearing.
Stephen P. Morgan, representing the Tassajara Fire
Protection District Board of Commissioners, noted briefly the
discussions that have taken place during the past 18 months leading
to approval of the merger of the Tassajara and San Ramon Valley
Fire Districts by both Districts, and ultimately, by LAFCO. He
urged the Board to move forward on the matter.
Herb Moniz, representing the City of San Ramon,
expressed the City' s opposition to the dissolution of the Tassajara
Fire Protection District and annexation of it to the San Ramon
Valley Fire Protection District. He stated that the City' s
objection is based on the grounds that the proposal does not comply
with CEQA requirements, the potential impact on residents of the
area cannot be evaluated without an EIR, and consideration of the
matter was premature in view of a Memorandum of Understanding
between the County and the City to address a specific planning
process.
There being no further discussion, IT IS BY THE BOARD
ORDERED that the public hearing on the San Ramon Valley/Tassajara
Fire Protection District Boundary Reorganization is CLOSED.
IT IS FURTHER ORDERED that the Board DECLARED its intent
to order the subject Boundary Reorganization, and DIRECTED staff to
schedule the matter on December 4, 1990 for final consideration.
