HomeMy WebLinkAboutMINUTES - 10301990 - 1.62 THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3597 ADOPTING OPERATING BUDGET FOR FISCAL YEAR ENDING MARCH 31, 1991 PUBLIC HOUSING DRUG ELIMINATION PROGRAM WHEREAS, the Department of Housing and Urban Development and the Annual Contributions Contract between the Housing Authority of the County of Contra Costa and the Department of Housing and Urban Development requires that the Housing Authority shall prepare, adopt and submit to the Department of Housing and Urban Development for its review and approval an operating budget for the Public Housing Drug Elimination Program prepared in accordance with Performance Funding; and, WHEREAS, the Staff has prepared and submitted to the Board of Commissioners for their review and approval a proposed operating budget for the Public Housing Drug Elimination Program for the fiscal year ending March 31, 1991: NOW, THEREFORE, BE IT RESOLVED after review of said budget submission, the following determinations are made: a. That proposed expenditures are necessary in the efficient and economic operation of housing for the purpose of serving low- income' families. b. That the financial plan is reasonable in that it is prepared in accordance with Performance Funding. c. That all proposed charges and expenditures will be consistent with provisions of law and the Annual Contributions Contract. d. That no PHA employee reflected in the Operating Budget is serving in a variety of positions which will exceed 100% allocation of his/her time, as required in Paragraph 2-6 and Exhibit 2-7 of the Financial Management Handbook, 7475.1, REV. e. That the Housing Authority of the County of Contra Costa will continue to provide a drug-free workplace as required in the Performance Funding System Handbook, 7575.13. The Board of Commissioners hereby adopts and approves the Operating Budget for its Public Housing Drug Elimination Program for the indicated Fiscal Year and authorizes submission of said budget to the Department of Housing and Urban Development. ADOPTED ON October 30, 1990 by the following vote of the Commissioners: AYES: Commissioners Powers, McPeak, Schroder, Torlakson, Fanden NOES None ABSENT: None. ABSTAIN: None. RECOMMENDED ACTION: ADOPT Resolution No. 3597 approving an .operating budget in the amount of $250,000 for the Public Housing Drug Elimination Program for the fiscal year ending March 31, 1991, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Funding in the total of amount of $250,000 has been allocated for use by the Housing Authority of the County of Contra Costa in implementing a .Public Housing Drug Elimination Program for the fiscal year ending March 31, 1991. III. REASONS FOR RECOMMENDATION/BACKGROUND: On August 7, 1990, the Board of Commissioners approved submission of an application for Public Housing Drug Elimination Grant funds, and we have now been informed that our grant request, in the amount of $250,000, has been approved by the U.S. Department of Housing and Urban Development (HUD) . An operating budget, along with a detailed work plan and implementation schedule, is required by the Department of Housing and Urban Development (HUD) . A resolution adopting the operating budget must be submitted to HUD with the budget itself. At its Regular Meeting on Monday, October 15, 1990, the Advisory Housing' Commission, by consensus, recommended approving Resolution No. 3597 adopting an operating budget in the amount of $250,000 for the Public Housing Drug Elimination Program for the fiscal year ending March 31, 1991. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3597, approving the Public Housing Drug Elimination Program operating budget for the fiscal year ending March 31, 1991, the Housing Authority would forfeit $250,000 in allocated funding necessary for use in the abatement of drugs i-n its public housing developments in Contra Costa County. Additionally, the Board of Commissioners would be adopting a posture contrary to its position of providing decent, safe and sanitary housing for low-income families.
