SUBJECT: PUBLIC HOUSING DRUG ELIMINATION GRANT
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3597 approving an .operating budget in the amount of
$250,000 for the Public Housing Drug Elimination Program for the fiscal year ending
March 31, 1991, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funding in the total of amount of $250,000 has been allocated for use by the
Housing Authority of the County of Contra Costa in implementing a .Public Housing Drug
Elimination Program for the fiscal year ending March 31, 1991.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On August 7, 1990, the Board of Commissioners approved submission of an
application for Public Housing Drug Elimination Grant funds, and we have now been
informed that our grant request, in the amount of $250,000, has been approved by the
U.S. Department of Housing and Urban Development (HUD) . An operating budget, along
with a detailed work plan and implementation schedule, is required by the Department
of Housing and Urban Development (HUD) . A resolution adopting the operating budget
must be submitted to HUD with the budget itself.
At its Regular Meeting on Monday, October 15, 1990, the Advisory Housing'
Commission, by consensus, recommended approving Resolution No. 3597 adopting an
operating budget in the amount of $250,000 for the Public Housing Drug Elimination
Program for the fiscal year ending March 31, 1991.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3597,
approving the Public Housing Drug Elimination Program operating budget for the fiscal
year ending March 31, 1991, the Housing Authority would forfeit $250,000 in allocated
funding necessary for use in the abatement of drugs i-n its public housing
developments in Contra Costa County. Additionally, the Board of Commissioners would
be adopting a posture contrary to its position of providing decent, safe and sanitary
housing for low-income families.
