HomeMy WebLinkAboutMINUTES - 10301990 - 1.39 039 TO: _.: BOARD OF SUPERVISORS Contra FROM: Costa Phil Batchelor, County Administrator _ County DATE: October 22, 1990 °srA-------- SUBJECT: �o�K-SUBJECT: ADOPT POSITION IN SUPPORT OF PROPOSITION 147 - COUNTY CORRECTIONAL FACILITY CAPITAL EXPENDITURE AND JUVENILE FACILITY BOND ACT OF 1990 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in SUPPORT of Proposition 147, as recommended by the County Probation Officer. BACKGROUND: Proposition 147 is on the November 6, 1990 ballot. It would authorize the sale of $225 million in general obligation bonds by the State. The proceeds would be allocated as follows: * $150 million for construction, reconstruction, remodeling, deferred maintenance, and replacement of county correctional facilities. * $50 million for construction, reconstruction, remodeling, deferred maintenance, and replacement of county juvenile facilities. * $25 million for the purchase of equipment and for acquiring, renovating, or constructing youth centers or youth shelters. The County Probation Officer, Jerry Buck, has been very active this year in attempting to achieve passage of SB 1094, the legislation which placed Proposition 147 on the ballot. Rainey, Sheriff-CoronerBY DEPUTY M382 (10/86) had been to get $150 million for county juvenile facilities such as juvenile halls. A compromise resulted in only being able to obtain $50 million for county juvenile facilities. However, this is better than nothing and holds about the only hope that Contra Costa County will be able to obtain some funds in the near future to undertake needed capital improvements at the existing juvenile hall or begin to fund replacement of juvenile hall. For these reasons we would concur with Mr. Buck that the Board of Supervisors should support Proposition 147.
