SUBJECT-. Hearing On General- Plan. Amendment 6-88=CO And Land Use
Permit 2117=87 ; Erickson Hazardous Waste Transfer/
Treatment Facility Project,, 'North Richmond Area
This . is the time -heretofore noticed by the Clerk of the Board of
Supervisors for hearing on a proposed General Plan Amendment 6-88-CO
and Land Use Permit 2.117-87 for the Erickson Hazardous Waste
Transfer/Treatment Facility, Oscar J. Erickson, owner/applicant, in
the North .Richmond area
Charles. Zahn, Community Development Department, presented the
staff- report on the proposed amendment and- the 'requested land use
.. permit, .'describing,.--the proposed project.- He commented on the
recommendation for approval by .the - Planning Commission and staff.
Catherine Kutsuris, Community Development Department, presented a
description .of the project, described the proposed location of the
project, and the matters before the Board for consideration today.
Ms. Kutsuris also commented on the purpose and the accomplishments of
the Local Assessment Committee, and on the disbursement of the
Hazardous- Waste Facility tax. :
Supervisor Schroder requested clarification from staff on the
origin 'of the direction for the disbursement- of the .tax allocation
fund.
Ms. Kut-suris, responded *.to Supervisor Schroder ' s request.
Supervisor "Schroder expressed concern with the basic. policy of
dedicating certain tax. funds . to certain projects as a .
condition.
$uperviso' r. Powers inquired as to the amount of 'hazardous
materials in ,tons that ,are produced in -that area in relation to the
amount that -would be handled by this facility and as to what other
facilities :are available. to handle the 'difference.
Ms. Kutsuris responded` to Supervisor Powers' inquiries.
The public hearing was opened and the following persons appeared
to speak:
Reverend Robert Riley; 507 Fortieth 'Street, Richmond, Chairperson
of the Local Assessment Committee, expressed the recommendation of the
committee,for approval of the application.
Susan Thollaug, 1410 ,Merced Court, Richmond, member of the Local
Assessment Committee, representing the Sierra Club, commended the
efforts of the staff, committee members and the applicant in the
process," and 'she .commented. on the Sierra Club position against the
siting of this facility and the reasons therefore. ,_
Henry Clark, 1Q17 MacDonald Avenue, Richmond, member of the Local
Assessment Committee, , representing. the West County Toxics Coalition,
expressed concern with the process of.. the Planning Commission hearing,
And expressed 'opposition to the siting" of, the facility :in. the
community.

Lina M. Hale, 537 Brookside Drive, San Pablo,, member of the Local
Assessment Committee; expressed support for the project.
Oscar J. Erickson, 255 Parr Boulevard, Richmond; Erickson
Enterprises, applicant, presenteda history of Erickson Enterprises
and the reasons for seeking this facility.
Daniel. Carroll, 255 Parr. Boulevard, Richmond, Erickson
Enterprises, Chemical Engineer, spoke in support of the project
presenting details of "the proposed project.
Supervisor Powers requested a complete characterization of the
waste estimated .to be handled at the proposed facility.
Mr. Carroll responded to Supervisor Power' s request.
Supervisor Fanden requested clarification' on 'the process for
'disposal of the residue.
Mr. Carroll and Ms. Kutsuris responded to Supervisor Fanden' s
request.
Ted Wooten, 540 Silver Avenue, Richmond, West Contra Costa
Sanitary District, spoke. in support of the project.
Norris Odom, 349 Market Avenue, Richmond, Homeowner' s Council, .
requested that the Board deny the applicant.
Jean Siri, 1015 Lenore Place, El Cerrito, West Contra Costa
Conservation League, Co-Chair of the West County Toxic Coalition,
spoke in opposition.
Roscoe Robinson, 2400 Nevin Avenue, Apt. 719, Richmond, West
County Toxic 'Coalition, spoke in opposition.
Michael Leedie, 919 Chanslor Avenue, Richmond, member Wes, County
Toxic Coalition, spoke in opposition.
Ahmadia Thomas, 2367 Clinton Avenue, Apt. D, Richmond, West
County Toxic Coalition, spoke in opposition.
Mrs. H.H. Vaughan, 1251 Brookside Drive, San Pablo, requested her
letter in opposition be read by Mary Cranford. The letter was not
presented to the Clerk.
Gayle Suko, 911 Stanton Avenue, .San Pablo, presented written
material and spoke in opposition.
Mark Mason, 1215 Roosevelt, Richmond, Chair of .the West Contra
Costa Sierra Club, spoke in opposition.
Winford Adams, 1857 First Street., .North Richmond, spoke in ,
opposition.
Mary Cranford, 2900 14th' Street, San Pablo, presented written
material, .a petition, and spoke in opposition.
Joshua Cantrell,. 1200 Trenton Boulevard, San Pablo, presented
written material .and spoke .in opposition..
Jennifer Judkins, 1000 Stanton Avenue, San Pablo, presented
written material and. spoke in opposition.
Margaret Judkins, 1000 Stanton Avenue, 'San. Pablo, presented
written material and.. spoke in opposition. ,
Carolyn A. Sells, 2694 Longview Drive, Richmond, Hilltop Village
Homeowners ' Association, spoke in opposition.
Barbara Scott, .2600 Giant Road 42,, San Pablo, presented written
material and spoke in opposition.
Booston Woodson, 504 Market Avenue, Richmond, North Richmond
Missionary Baptist Church, commented on a telegram submitted by the
Reverend C.W. .Newsome and spoke in opposition.
Alice Simms, 800 Payne Drive, Richmond, Parchester Neighborhood
Council, spoke in opposition.
Bill Wahbeh, Vice President, Erickson Enterprises, spoke in
rebuttal.
Mark Mason spoke in rebuttal to Mr. Wahbeh.
The public hearing was closed.
Supervisor. Powers commented that he would like the Board members
to have the opportunity to visit the site. He also commented on
questions he had submitted to staff and questions that had been raised
during today' s hearing, and requested a report from staff in response
to concerns before next week' s meeting, and he suggested that the
matter be put over one week for decision.
Supervisor Torlakson advised of support for Supervisor Powers '
suggestion, and he requested that if anyone had questions that were
not answered today that staff address them.
IT IS BY THE BOARD ORDERED that decision on the matters for the
Erickson Hazardous Waste Transfer/Treatment Facility is DEFERRED to
the October 30, 1990 Determination Calendar, and the Community
Development Department staff is DIRECTED to provide a written report
to the Board of Supervisors prior to October 30, 1990 in response to
concerns.
