Background In December, 1989, the Board_ of Supervisors established AB . 2939 as one of the top legislative priorities for 1990. On October 1. 1990, .Governor Dukemejfan signed into law AB 2939 and. . enabled the Social. services Department to. -expand the Interagency Family Preservation Program county-wide. With the passage of AB 2939, the Social Services Department is able to claim, in advance, 10% of the AFDC-FC monies to which Social Services is entitled ($1, 022 , 360) . This money is to be used to fund the expansion of the Interagency Family Preservation Program county-wide. AB 2939 authorizes the Social Services Department to claim this advance each year for at least two, possibly four, years with the continued success of the program. Social Services was awarded the grant money for its proposal entitled. "Living Free". "Living Free" is an intensive child development and parent education project for West County drug- exposed infants and to maintain these children within their own homes. In early April, 1990, the Board of Supervisors authorized the Social Services Director to submit and sign a federal grant application for demonstration project funds to be awarded by the Office of Substance Abuse Prevention (OSAP) . On September 29, 1990 OSAP notified th Department, that our application entitled, "Living Free" , application No. 1H86SP32954-01, . was selected for funding in order to demonstrate an effective model to prevent and treat drug and alcohol exposed infants and their families. Administrator FROM: Jim Rydingsword, Director CC: social service Department SUBJ: Report on The Interagency Family Preservation Program; AB 2939 (Campbell) ; and the "Living Free" proposal - submitted to the office of. Substance Abuse Prevention (US Department of Health & Human Services) . , The Interagency Family Preservation Program since receiving its first two referrals on December 12, 1988, the program has served 109 families in East County. The Social services Department has referred 62 of these families, identifying 127 minors at risk of imminent placement; the Probation Department has referred 32 families, with 28 minors at risk' and Mental Health has referred 15 families with 15 minors facing out-of-home placement. Families in this program have received 4 6 weeks of intensive home-based intervention services by our contractor, FamiliesFirst. The program has been successful in keeping 145 of the 170 minors at risk of out-of-home placement in their own homes. This is a 84% success rate. If these minors had been placed it would have cost the Federal, State & County governments approximately $2,750,720. The cost to pay our contractor, FamiliesFirst, was approximately $427, 000. In addition to the cost saving benefits of this program, the basic building block . of our community - the family - has been strengthened and- empowered to deal with its problems in a constructive and productive manner. The passage of AB 2939 heralds a new movement in the delivery of services by the child and family serving departments of our county. By collaborative interagency efforts, our Departments are striving to implement a successful family-centered approach in working with the families we serve. The expansion of the Family Preservation Program will enable us to target specific high-risk families in both the . Central 'and Western parts of our county in addition to continuing to serve families in East County. Current projections are that we will be able to serve at least an additional 150 families -a year. Our efforts to develop a meaningful continuum of services for the drug exposed infants and their families was also rewarded when our "Living Free" application .was chosen for funding by the Officeof substance Abuse Prevention. This program, aimed at reducing Memo to Phil Batchelor Page 2 impairments among drug-exposed infants, providing parent training and keeping these families together, "will receive $300, 00 per year- for five years. The competition for this OSAP award was intense . and. it is truly a .credit to � the interagencyteam .that put this proposal together. The project will be located in West .County and . will provide almost all services to these infants and their families in one location. This project may be used as a demonstration model and will be another program that highlights-the innovative . and collaborative work that our Departments are providing. Awarding of these grants signifies the successful_ endeavors of many. county employees for .the past several years. Action Requestedi .
