Pursuant to A.B. 3573 and Health and Safety Code section
1442 . 5 on October 9, 1990 the Board of Supervisors conducted a
public hearing on the elimination of and/or reductions in the
level of health services provided by the County, and/or the
closing of County health facilities:
a) approved by the Board of Supervisors on September 11
and 25, 1990 and as noticed by the Health Services
Department on September 7, 1990 for hearing on October
9 , 1990;
b) which hearing was continued for the submission of
findings by County staff .
I . ' The. Board received written and oral evidence, as ,follows:

B. Oral testimony was received as summarized in documents
listed above.
II . Findings
On the basis of the foregoing evidence, the Board makes the
following findings:
A. Notices -of Public Hearing were posted on August 6, 1990,
August 10, 1990, and September 7, 1990, and such notices and
postings were in compliance with A.B. 3573 and Health and
Safety Code section 1442 .5 .
B. "Indigents, " for purposes of A.B. 3573 and Health and Safety
Code section 1442 and the Board's August 28, September 11,
September 25, and October 9, 1990 legislative hearings
pursuant to A.B. 3573 and Health and Safety Code section
1442 .5, are those persons who are eligible for General
Assistance under the standards adopted by Resolution No.
89/598 .
C. Pursuant to A.B. 3573 and Health and Safety Code section
1442 .5, all interested persons were allowed to speak and/or
to provide written comments at the hearings on August 28,
1990, September 11, 1990, September 25, 1990 and October 9,
1990, and at the previous hearings of the Board of
Supervisors on health services reductions on August 6, 1990
and August 14, 1990 .
D. The following reductions or changes were noticed for hearing
and were considered by the Board of Supervisors on October
. 9 , 1990:
Ambulatory Care Services

E. As to the reductions and changes considered by the Board of
Supervisors on October 9, 1990, the Board find's as follows:
1 . The Health Services Department originally proposed
Ambulatory Care Service staff reductions consisting
of
3 Full Time Equivalent Physicians
2 Full Time Equivalent Family Nurse Practitioners
2 Full Time Equivalent Registered Nurses
and resulting service reductions described. in its
August 10, 1990 and September 7 , 1990 notices.
2 . The proposed Ambulatory Care Staff reductions have
been reduced to:
1 . 30 Full Time Equivalent •Physicians
2 .0 Full Time Equivalent Family Nurse
Practitioners.
1 . 6 Full Time Equivalent Nurses
and resulting' service reductions described in
Attachment 2 -to the October 8, 1990, report of the
Health Services Director to the Board of
Supervisors .
3 . As a result of the .reduced reductions approximately
_ 400 patients currently seen at the .reduced clinics
will be assigned to other physicians and Family
`Nurse Practitioners throughout the system.
Patients will 'continue to be seen at the primary
care site of services, e.g. , Brentwood, Concord,
Martinez, Pittsburg, and Richmond. The Department
may further adjust the reductions among the health
centers to lessen the impact.
The reductions involve the equivalent of 4 . 9 out of
approximately 350 employees employed in the
ambulatory care system and approximately
20 out of more than 500 ambulatory care clinics
provided by the County each week. The reductions
will not result in the Department's failure to
meet licensee or other legal requirements
involving services to patients .,
4 . The reductions as reduced will not have a
detrimental impact on the health care needs of
indigents .
F. If any finding herein is held invalid, such invalidity shall
not affect findings which can be given effect without
the invalid provision, and to this end, the invalid
finding is severable.
III . Notwithstanding any other provision herein, neither the
inclusion of a proposed change or reduction in a
program in the Notices of Public Hearing., the holding
of a hearing with respect to a. change or reduction in a
program included in the Notices of Public Hearing, nor
the making of a finding as to. such a change or
reduction, is to be construed as an admission by the
County of Contra Costa or by the Board that any of the
program changes covered by the Notice or Hearing are
subject to the provisions of A.B. 3573 or Health and
Safety Code sections , 1442 or 1442..5 .

IV. All of the health service changes and reductions set. forth
in Attachment 2 to the October 8, 1990 report of the Health.
Services Director to the Board of Supervisors are approved.
