This is a request to create the class of Child Health Disability Prevention
Program Director allocated to salary level C5-2172' ($3985-4843) and to reallo-
cate position 54-2029 and incumbent (B. Isom) to this new classification. The
following background elaborates.
In March 1986 this particular position was removed from the Health Services
. • Administrator deep class and reallocated to Public Health Program Specialist II
in recognition of its direct program responsibilities, including program devel-
opment and implementation. At that time the salary for PHPS iI was tied to
Supervising Public Health Nurse I given the similarity in program respon-
sibilities and the fact that several of the positions in the PHPS II class
required the incumbent to be a PHN and to utilize clinical nursing and pro-
fessional skills.
Over time, however, that parity has been destroyed by the negotiated RN/PHN
salary increases and the resulting spin-off to PHN managementnclasses. Since
the CHDP Program Director position is one that requires a PHN;-certificate and,
in fact, supervises a unit of Public Health Nurses it is only'`appropriate that
its parity to Supervising Public Health Nurse I be restored and maintained with
future PHN salary increases. (Currently the CHOP Program Director's salary is
only $38 higher than a PHN. The new CNA settlement will place it approximately
10% below) . r
For this reason we are requesting that the position be removed from the generic
class of PHPS II and be recognized with a single position class tied to Super-
vising PHN I salary. (Supporting classification questionaire;, attached) .
The 13% increase resulting from this action will be funded 160% from State and
Federal monies for CHDP/EPSDT;
dam.
