THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY', CALIFORNIA
Adopted this Order on October 16, 1990 by the following vote:
AYES: Supervisors Schroder, McPeak, Torlakson and Fanden
NOES: None
ABSENT: Supervisor Powers
ABSTAIN: None
SUBJECT: Hearing on the recommendation of the East County Regional
Planning Commission on the Request ( 2852-RZ) of Bellecci and
Associates (applicant), and Helen Bliss/Steiner and , Teresa Gosnell
(owners) to rezone land from General Agricultural District (A-2) to
Planned Unit Districtl(P-1) , along with Final Development Plan 3023-90
for 42 single family residential lots and Tentative Subdivision Map
7358 to subdivide 19-. 9 acres into 42 lots, . Oakley area.
The above .matter .was fixed for hearing on October 9, 1990 at
2: 00 p.m. The Clerk- of the Board of Supervisors on that day, because
of the lack of a quorum of the Board at . 2: 00 p.m. , continued this
matter to. this date and time.

Supervisor Torlakson inquired if the project met the
criteria of the Oakley Parks Master Plan.
Frank Belleci, 2552 Stanwell Drive, Concord, (applicant)
advised that the developer is concerned that so much parkland is being
required of this project and described the various proposals submitted
to meet the parkland requirement. He advised that the developer feels
that Oakley would benefit from having tennis courts, and would like to
provide a tennis court or two, but would then like` the parkland
dedication fee for that. He commented that the 3 acres of parkland
requested from this project is. excessive.
Mr. Bellecci advised that the developer had no problems with
the other proposed conditions.
Supervisor Torlakson advised that the park issue needs to be
resolved,. that the Parks MasterPlan has been approved, and there are
zones for- certain size parks and the plan must be followed.
Supervisor (Torlakson suggested continuing this hearing for
two weeks and calling a meeting of surrounding property owners and
'staff to work out how the Parks Master Plan can be� accommodated.
Mr. Bellecci suggested that the Board approve the rezoning
today, and continue consideration of the the Final Development Plan
and the Subdivision until the parks question can be worked out.
County Counsel requested that the record show that the
'applicant has asked the _Board to reserve to the final planned unit
development plan the question of the conditions with respect to parks,
and that he is willing to proceed with the approval of a preliminary
development plan, understanding that the final conditions on park
dedication requirements will be imposed on the final development plan
when it- comes before the Board, and that the applicant has agreed to
that.
Board members and staff discussed the request of the
applicant.

As recommended by. Supervisor Torlakson, IT IS BY THE BOARD
ORDERED THAT:
1. The hearing is closed.
2. The Board declares its intent to approve P-1 zoning and
the preliminary development plan.
3. Staff is directed to return on October 23, 1990 with
appropriate conditions.
4. The Board declares its intent to defer the final
development plan and the subdivision for further discussion.
