SUBJECT: TEMPORARY CLOSURE OF HOLLAND TRACT ROAD (Road #9273) EAST
COUNTY AREA
Whereas Holland Tract Road is located on the top of the levee protecting Holland Tract from the
waters of the Delta and said levees are maintained by Reclamation District 2025 and;
Whereas the portion of Holland Tract Road on the west side of the island serves only one
property and is in effect a long access road, and the portion of Holland Tract Road on the east
side of the island has been closed to public use since the storm damage of 1980 and;
Whereas Reclamation District 2025, from time to time, must raise the elevation of the levee to
maintain the protection of Holland Tract from inundation ofy Delta waters and that the District
must build a new County road ori those reconstructed portions of Holland Tract levee with a
County road on top, which is a financial burden to Reclamation District 2025 and;
Whereas, Reclamation. District 2025 has fortified the levees on Holland Tract except for the
portion of the levee on the west side that contains the County road and stands ready to fortify
the levee containing the. Countyroad, but cannot do so because of the financial burden to
replace said road and:
Whereas there is a letter on file from the Board of Directors of Reclamation District 2025 and the
local property owners supporting the temporary closure of portions of Holland Tract Road and;
Whereas the County recognizes the need for Reclamation District 2025 to fortify the levees to
protect Holland Tract and the inequity of having to replace a County paved road on top of a
levee if the road is not being used by the public.
NOW, THEREFORE BE IT RESOLVED that pursuant to Section 942.5(a) of the California Streets
and Highways Code, and in the interest of public safety, the temporary closure of Holland Tract
Road from 100 feet west of the bridge 1 1/4 miles ± north to the end; and from a point 2.3 ±
miles east of the bridge at the north end of the Holland Riverside Marina 3.5 miles ± north to
the end to through traffic is hereby approved; and the Public Works Director is authorized to
arrange for the closure of the road.
NOW, THEREFORE BE IT FUR4 HER RESOLVED, that this Board hereby finds that the
temporary closing will not have a significant effect on the environment and that this project has
been determined to be categorically exempt from the California Environmental Quality Act under
State CEQA Guidelines Section ,15304. The proposed road closure is a minor temporary
alternation of an existing public road facility and the Director of Community Development is
hereby authorized to file a Noticelof Exemption with the County Clerk.

Holland Tract Road is shaped somewhat like the letter U, and can be� described in three
segments. The western segment runs along the west side of Holland Tract and is approximately
1 1/4 miles long. This segment begins at the bridge that accesses Holland Tract and ends at
a private gate. There are no other private access points along this segment of the road, so it
functions almost exclusively as, an access road to the private area beyond the gate.
The southern segment of Holland Tract Road runs along the south side of Holland Tract and is
approximately 2 1/2 miles long.I This segment of the road begins at the bridge at the southwest
corner of Holland Tract and goes to the Holland Riverside Marina at the southeast corner.
Linquist Landing Marina is also located on this section of the road.
The eastern segment of Holland Tract Road runs along the east side of Holland Tract and is
approximately 3 1/2 miles long. Most of the road in this segment was damaged in the 1980

storms and the subsequent repairs performed on the levees. A gate was installed just past the
marina because of the damaged road.
In summary; the eastern segment has been closed to the public since 1980; the western
segment serves as a private access road; and the southern segment serves the two marinas.
Other than the occasional fisherman fishing off the western segment, the southern segment is
the only segment currently used by the public.
Due to settlement of the levees land upgraded standards, the levees must be raised about three
feet to adequately protect the island. Reclamation District 2025 has been increasing the height
of the island levees that do not have a County road on top of it. If the Reclamation District
raises a portion of the levee with a County maintained road on top of it, then the District must
rebuild the. road on the new levee. The Reclamation District has indicated that the levee under
the western portion of Holland Tract Road also needs to be raised, but the District cannot afford
to rebuild the road.
In 1986 the County considered the termination of maintenance of the eastern and western
segments of Holland Tract Road. A public hearing before this Board on September 12, 1986,
to discuss the matter of terminating maintenance was canceled when it was decided best to
vacate those portions of the road instead. The Reclamation District Board and the property
owners on Holland Tract havel supported the vacation of the eastern and western portion of
Holland Tract Road. The process to vacate these portions of the road has been initiated. Since
Holland Tract Road is on the circulation element of the general plan, the vacation cannot be
processed_ until a general plan amendment is completed or until the Countywide General Plan
is revised. The proposed general plan revision has excluded this road from the circulation
element.
Staff supports the vacation of these portions of Holland Tract Road as do the property owners
and Reclamation District 2025. IThe.District must raise these portions of the levee but cannot do
so since it cannot afford to replace the road. The vacation of the road cannot proceed further
until the County general plan is updated.
The County has no desire to prevent the District from raising the levee, but on the other hand
we must protect our roads. One solution is to temporarily close the eastern and western
segment of Holland Tract Road. The attached resolution will close these portions of the road
until the general plan-is updated and the vacation process can then proceed. If the road is
closed_and the District raises the levee and if the Board ultimately decides not to vacate the
road, then the District will have to rebuild the road so it can be reopened.
IV. Consequences of Negative Action:
If the road is not closed the District will not be able to raise the levee.
