Designate the East County Social Services Department office at 4545 Delta Fair Boulevard, Antioch as the Alternate Emergency Operating Center in case the primary EOC in Martinez is damaged or otherwise cannot be used as an Emergency Operating Center. 2. Approve upgrading in communications equipment and capability as is outlined in the attached report from the Director of General Services in order to provide the alternate EOC with the necessary communications capability so that it can function as an EOC if necessary. 3 . Request the County Administrator to identify a source of funds for the necessary communications upgrading in order to permit the alternate EOC to function as an EOC if necessary. BACKGROUND: We have met with the ,Service Chiefs and have agreed that it is wise and, in fact, essential to designate an alternate Emergency Operating Center which can function as the center of emergency operations in case the primary EOC in Martinez is damaged or otherwise cannot be used as an EOC. As is outlined in the attached report from the Director of General Services, some additional and upgraded communications work must be done to insure that the alternate EOC will be able to access the microwave system in order to maintain emergency communications in case of a major disaster. Gilbert, irecor General Services SUBJECT: Alternate EOC In response to your inquiry regarding the status of the alternate. EOC, attached is a very detailed report from our Communications Division. As to the current status of the project, no funds have been made available to the General Services Department, nor have any work orders been .processed to accomplish the necessary actions. The reason for the February date is directly related to the disconnection of service for DRCC. As we are redirecting the microwave paths that are currently being used by DRCC, the system cannot be operational until after February 1, 1991, the projected DRCC shutdown date. j BJG:dcg Attachment CC: Gary E. Gilbert, Director of General Services j FROM: Bob Guaspar , Communications Services Manager SUBJECT: Alternate EOC at 4545 Delta Fair/Communications Phil Batchelor and ,the Service Chiefs have agreed to the establishment of an alternate EOC at 4545 Delta Fair Boulevard in Antioch. This building presently houses, Social Service - East. In order to provide emergency communications for the subject facility, the following outline of events and costs are presented: TELEPHONE SYSTEM - A new high tech PBX switch was recently installed at 4545 Delta Fair. This switch is served with both Centrex and non-Centrex telephone lines. - During an emergency when OES would take over the building, the entire telephone system could be utilized by the OES operation. It is estimated that any additional telephone instruments and associated equipment ;that would be necessary will amount to +( -)$2,000. The estimated cost toiequip the alternate EOC with minimal telephone service from the "tactical phone system"would also be +(-) $2,000. MICROWAVE/RADIO —TIME & MATERIAL COST Tower (installed) at Delta Fair $ 8,000 6 way bridge 900 2 - 4db attenuators 800 High performance antenna 8 ,000 Five remotes j 6,000 Miscellaneous hardware 1,000 Material $24 ,700 Labor $45 , 000 Total $69 ,700 Barton J. Gilbert -2- September 24, 1990 The following can be done between now and February 1, 1991 (DRCC shutdown) . - Rearrange the multiplex configuration to permit the new General Services radio channel to be included at 4545 Delta Fair. - Order 6-way bridge, high-performance microwave ,antenna, and two 4db attenuators. - Obtain FCC licenses. - Order and modify five remotes. - Have 25' tower installed at Delta Fair. - Refurbish and install;the multiplex rack at Delta Fair. This rack was removed from 651 Pine after the Sheriff's Communications move. - Install high-performance. dish and 6-way bridge at Kregor. The following must wait for the DRCC shutdown. Shut down DRCC microwave. Remove both dishes, all wave guides, and install 6GHz dish on Kregor (with elliptical guide) . Remove the two microwave terminals from DRCC and reinstall both on Kregor Peak. Install the new high-performance dish antenna. Realign the Highland-Kregor path for normal closed loop operation. - Remove the batteries hand 24V chargers f'rom. DRCC and install at Delta Fair. - Remove microwave termirial. and antenna from Station 85 and reinstall at Delta Fair. Check out and align system. Total project should be completed within three weeks after DRCC shutdown Barton J. Gilbert -3 September 24, 1990 Items Pending 1. ' Emergency Power - Initial discussions regarding emergency power recommended u1sing the OES 5 or 6 KW portable generator (or a rented portable generator) . Certain electrical circuits that would be needed in an emergency would need to be reworked. These! circuits would be brought to a new panel in the equipment room where the portable generator could be plugged. Since this is a . 110 volt power requirement, OES would have to coordinate this with Building Maintenance. 2. Other communications requirements such as facsimile, video, ring-down circuits ; etc. have not been specified. Therefore, there is no dollar amount estimated on these items. 3 . A storage cabinet to house communications items such as remotes, plug-in telephones, etc. will need to be provided (or constructed) . BG:BT:tb 1
