BACKGROUND: Each month the County' s Construction Manager for the West County Justice Center, Marsh Creek Detention Center and Martinez Detention Facility, O'Brien-Kreitzberg & Associates, Inc. , files a progress report with the County on the work they are supervising on the construction of the West County Justice Center, Marsh Creek Detention Center and the Main Detention Facility in Martinez. Progress Report # 24 for July, 1990 notes, in regard to the West County Justice Center', that the Board of Supervisors certified the revised EIR and re-approved the project on July 24 and staff posted a new Notice of Determination. Following the Notice of Determination, any legal challenges to the EIR must be filed within 30 days. The report also notes that critical construction activities are air balancing and fire-life safety equipment in the Administration (Building. the Construction is 99. 6% completed. A time extension of 78 days has already been approved. The forecast completion date is now September 30, 1990. The projectis within budget. It is expected that the Notice to Proceed .will be. issued effective August 7, 1990: The construction period will be 180. days. Work within F-Module is scheduled to occur over a 42 day period and work within M-Module is scheduled to occur over a 63 dray period. These modules will be partially' occupied during construction. The Sheriff 's Office is developing a plan for moving inmates within the Martinez Detention Facility in order to minimize ,Cimpacts on both the contractor and the jail . operations'. The County must execute its contract with ,the Board of Corrections by September 30, 1990 in order to receive Proposition 52 funds. This contract is being prepared. In regard to the Marsh Creek Detention Facility, the Progress Report notes that thea contractor was sent a ten day cure notice on April 16. The contractor responded to correspondence from the County noting correction of several outstanding punch list items and taking exception) to other items. The Project Manager' s follow up site visit `took place on May 13 to identify remaining punch list and warranty work. A second ten-day notice letter to the contractor describing outstanding punch list and warranty work is pending County Counsel' s review and. should be issued the first week of July. The Contractor, tile subcontractor and contractor' s attorney met with the County on July 23 to review the work remaining to be completed or corrected. A site visit is scheduled with a tile expert on August 12. All punch list work not relating to. the shower area is currently being corrected and should be ready .for final inspection by mid-August. Finally, the Progress Report, again confirms that the budget for the three facilities is $115,000 under the original estimates. The County must execute its contract with the Board of Corrections by September 31, 1990 in order to receive Proposition 52 funds. The contract and backup information is being prepared. The contractor, tile subcontractor, and contractor's attorney met with the County on July 23 to review the work remaining to be completed or corrected. A site visit is scheduled with a tile expert on August 12. All punch list work not relating to the shower area is • currently being corrected and should be ready for final inspection by mid-August. 3. Martinez Detention Facility a. MAJOR AREAS OF CONCERN: 1. West County Justice Center: ♦ Contract A: Oliver de Silva a. Final Electrical Inspection: Issue: Permanent electrical power to the pump station is provided by Walsh Construction. The County building inspector requires a final inspection of the control cabinet before power is provided. Project A was inspected by the City of Richmond and the West Contra Costa Sanitary District. The City inspector was asked to provide final inspection but states that their permit was limited to .off-site activities such as the road and storm drainage work. Action: The Construction Manager is seeking final formal inspection from the Sanitary District. ♦ Contract B: Walsh Construction Company a. Pavement at the Sallyport: Issue: The concrete pavement at the vehicular sallyport does not drain properly. The contractor claims the pavement was installed in accordance with the drawings. Action: The CM has reviewed the drawings and has determined that the pavement was not installed in accordance with the contract drawings elevations. The CM directed the contractor to replace the concrete. b. Fuse Disconnect for Elevators: Issue: The electrical subcontractor has advised that a separate fused disconnect will be required for the elevator. Action: The CM has contacted the State Elevator Inspector and has determined that a fuse disconnect is not required. (6) - f C O N T, R A COSTA COUNTY JUSTICE PROGRAM . PROGRESS REPORT 24 JULY 1990 ♦ Contract B: Walsh Construction Company (continued) C. Grading at the Northeast Corner of the Site: _ Issue: The electronic subcontractor cannot install the infrared, system at the correct elevation at the northwest corner of the site because the ground in this area is uneven. Action: The CM directed the Architect to review the grading and describe a suitable fix. d. RG 6 Cable: Issue: Security communications RG 6 cable was installed for the electronic system instead of the specified RG 11 cable. The Construction Manager rejected the cable, but the Contractor has stated that the RG 6 cable is superior to RG 11. IThe architect reviewed the Contractor's claim and determined that the RG 6 cable is not suitable. Action: The CM directed the contractor to remove and replace the rejected cable with the specified cable. e. U.L. Listing of Gate Controllers:. Issue: The County's Electrical Inspector has rejected the cabinets ,for the gate controllers because they are not U. L. listed. Action: The Construction Manager has directed the contractor to obtainlabels. f. Vehicles )for the Sheriff's Department: i Issue: The electronic subcontractor is to install Mobile Graphic Annunciators into vehicles supplied by the Sheriff's . Department. The Contractor requested these vehicles be available no later than August 15; however, the Department will not have them before October 15. Action: The Sheriff will obtain portable radios for the electronic subcontractor to calibrate his equipment. (7) CONTRA COSTA COUNTY JUSTICE PROGRAM PROGRESS REPORT 24 JULY 1990 ♦ Contract B: Walsh Construction Company (continued) g. Installation of Irrigation System: Issue: The phase II irrigation system was to have been supplied by the contractor and installed by the Sheriff's Department using inmate labor. The area between the property line and the road was to be re-hydroseeded by the contractor. The Sheriff would rather have the irrigation lines installed and eliminate the hydroseeding at no change in cost. Action: The Contractor provided a no cost proposal to install the irrigation line as a trade for not re-hydroseeding. h. Copper vs. Aluminum Bus Bars: Issue The Contractor, through a substitution, installed aluminum bars in 72 lighting and power panels instead of copper bus bars. The Architect states the aluminum bars are acceptable with a credit, but the County maintenance people demand copper. Action: The CM met with the County and discussed the issue. The cost to replace these panels is significant and will delay the Contractor. The CM has suggested that the County accept the aluminum bus bars with a credit. If a change is required it can be done after project completion. A final decision is pending with- the County. i. Preliminary Substantial Completion Inspections: Issue: Preliminary architectural Substantial Completion inspections have started, but mechanical, electrical, security, and fire and life safety systems are not yet ready for final inspection. Action: The Contractor has been put on notice that his formal substantial completion date would not be until he is ready for inspection of the project as a whole. Shower Doors: Issue: The shower doors fit poorly, resulting in leakage. The contractor claims the doors are as specified and are a very poor ,quality door. The Architect and CM inspected the installation. They feel the problem is workmanship. The ceramic tile on the shower walls is out of tolerance, and the shower door appear to be installed in the wrong openings. i Action: The CM directed the contractor to correct the workmanship. k. Fire Doors: Issue: The Fire Marshal has found three doors in Building l that are not. labeled for the fire protection required. Action: The Architect states that recent code changes now allow these doors to be labeled. He has asked the contractor to provide labels. 1. Return Air;System, Second Floor, Building 1: i Issue: The return air on the second floor corridor is a plenum system through a sidewall damper. Ordinarily, this is not a code violation, but some rooms on the second floor are ventilated from 'the outside by an exhaust fan system. Under certain conditions it may able possible for the exhaust fans to pull smoke into the corridor which is a code violation. I Action: The Architect is designing a correction in response to discussions with the State Fire Marshal. M. Training: Issue: The Contractor is to give the County at least 48 hours notice before scheduling training sessions. The Contractor is setting training schedules, but not meeting them. This is creating problems for I the affected County Departments. Action: The CM has advised the contractor of this problem and has required the contractor to do a start-up before scheduling future training. (9) CONTRA COSTA COUNTY JUSTICE PROGRAM PROGRESS REPORT 24 JULY 1990 2. Marsh Creek Detention Facility: a. Water Leaks at Showers: Issue: In investigating the causes for leaks in and around most of the showers, it was determined that the tile was glued down over gypsum board and plywood rather that set in a cement base. Action: A representative from the Northern California Ceramic Tile Industry is going to visit the site on August 9 to investigate the installation methods and possible source of the leaks. 3. Martinez Detention Facility: a. Sallyport Door Replacement Issue: The large vehicle sallyport door needs to be replaced since the existing door regularly breaks down and cannot be properly operated for weeks at a time. Action: The Project Manager directed the Architect to investigate the problem and to prepare a set of documents for a new bi-fold door. The project manager will investigate whether this work should be bid separately or included with this contract as a change order. If bid separately, the contract will be managed by GSD. GSD and the Sheriff's Department are re-confirming that a bi-fold door will indeed meet their needs. General The detailed schedule report is divided into a section for each of the three projects: West County Justice Center Marsh Creek Detention Facility Martinez Detention Facility The three projects are further divided into design and construction phases. The design portion includes general design data and a progress narrative. The construction section includes contract data, a progress narrative, and a bar chart when applicable. 2. West County Justice Center a. Design: The procurement of furniture and equipment is ongoing. Bids for the first purchase orders are within or below initial estimates. b.
