HomeMy WebLinkAboutMINUTES - 10161990 - 1.27 1-027 iv` THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 16 , 1990 by the following vote: AYES: Supervisors Schroder; McPeak, Torlakson, Fanden NOES: None ABSENT: Supervisor Powers ABSTAIN: None In the Matter of ,Performance ) Pay Administration for ) Municipal Court Management ) Resolution No. 90/ 673 Employees. ) The Board of Supervisors has adopted Resolutions 89/802 and 90/156, both . ,V effective January 1, 1990, which establish a performance pay plan for specified management employees in the County's Municipal Courts utilizing extended-range (deep) classes; and The County Municipal Court Administrator has now recommended that the existing performance pay plan be revised for administration through standard flat rate and 5-step ranges rather than extended-range deep classes which will allow award of performance pay separate from base pay on a semi-annual basis; NOW THEREFORE; THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVES THAT: 1. Effective October 1, 1990, the following Municipal Court Management classifications shall be reallocated to flat rate or'. five (5) step salary ranges as indicated: CLASS SCHEDULE/LEVEL County Municipal Court Administrator (JQA1) C1-2454 Assistant County Municipal Court Administrator (JQB1) C5-2270 District Court Manager - C (JQD3) C5-2013 Court Operations Coordinator - A (JPG1) C5-1964 Court Operations Coordinator - B (JPG2) C5-1867 Deputy Clerk- Division Supervisor (JPD2) C5-1695 2. Effective October 1, 1990 all current incumbents of classes listed in Section One shall be reallocated from existing extended salary ranges to flat rate or five (5) step salary ranges as indicated: a. County Municipal Court Administrator from XB-2454 (Step 5) to C1-2454 b. Assistant County Municipal Court Administrator from TM-2170 (step 1) to C5-2270 (step 1) C. District Court Manager - C from TM-1911 (Step 9) to C5-2013 (Step 5) d. Court Operations Coordinator - A from TM-1862 (Step 9) to C5-1964 (Step 5) . e. Court Operations Coordinator - B from TM-1765 (Step 3) to C5-1867 (Step 2) . f. Deputy Clerk - Division Supervisor from TM-1593 (Steps 9 and 5) to C5-1695 (.Steps 5 and 3) . (NOTE: The salary ranges shown do not include the October 1, 1990 49 level General Increase authorized in Resolution 89/684 Section I E. ) ;3. Effective January 1, 1991 and effective thereafter at six (6) month intervals on July 1 and January 1, each calendar year, the County Municipal Court Administrator shall conduct assessments of all permanent employees in classifications listed in Section 1 for the purpose of determining eligibility for receipt of a pay-for-performance bonus. Employees in probationary status in any class listed in Section 1 shall not have .their initial pay for performance assessment conducted until the 1st semi-annual date after successfully passing probation. 90/673 4. Employees determined eligible for a pay-for-performance bonus at the semi-annual review may be awarded. a monthly performance pay amount equal to either 2.5% or 5% of their base pay as of the date of the semi-'annual assessment. No pay-for-performance bonus may be awarded for a period longer than six (6) months from the date of the semi-annual review. Performance must . be re-evaluated each six months and reauthorization approved by the County Municipal Court Administrator for any bonus to continue. Payment shall be in the form of a monthly amount beginning with the August 10th or February 10th pay warrants and shall be separately accounted under "Other Earnings" 5. Employees shall continue the same anniversary dates and will be eligible for regular merit reviews and increments under applicable provisions of the County Salary Regulations and the Personnel Management Regulations. 6. Criteria for award of performance pay bonuses shall be developed by the County Municipal Court Administrator and decisions regarding award or denial of bonus by the County Municipal Court Administrator shall be final . 7. It shall be the responsibility of the Municipal Court to notify both the Personnel Department and the Auditor-Controller in writing on or about July 1st and January 1st each year regarding the award of bonus amounts to individual employees.
