If the menu could be for a lighter breakfast, say fruit, apples, bananas, etc. , followed by a later brunch and dinner, perhaps $1 . 00 per day per inmate could be saved. The result for the inmates would be less cholesterol in the diet. The results for the county would be annual savings to keep the Girls Center open. BACKGROUND: We serve over 3, 000 meals per day in our locked facilities. Because of the increased budget crisis we must reevaluate the business as usual routine. This suggestion is not meant to deny inmates adequate nourishment but rather to improve their diet by cutting out the "fat" resulting in a lower cholesterol diet. Since the inmates are not doing physical work (not counting exercise programs) their caloric intake should not be as great as people working outside the jail. Our soldiers in Saudi Arabia are living on army rations. I believe we can make tasteful changes in our inmate diet that will be beneficial to them and provide the money needed to keep the Girls Center locked facility open. The irony is that we are building a new locked facility jail in West County and we have an existing locked facility for Young women that we are closing. It just doesn' t make sense to do so. The young women desperately need a place of respite and recovery that only the locked facility can provide. We are talking about salvaging lives . I recently suggested using contingency funds to keep the shelter open. Contingency funds are used in the event of natural disaster; i.e. , earthquake, fires . I contend that the closing of the shelter is a disaster that is not natural, a disaster that we can control. Since that suggestion was met with less than universal approval, I am proposing meal expenditure reductions as a second option. When we serve over 3 ,000 meals a day, we are really in the food business and as any domestic executive can tell you, we can take another. look at our food budget. . Reductions can be made without impairing anyone' s health. Changing to a diet lower in fats and cholesterol will actually improve inmate health rehabilitation, as well.
