SUBJECT: AUTHORIZE THE ISSUANCE OF TWO WARRANTS TO THE qll. S. ARMY CORPS OF
ENGINEERS, FOR THE WALNUT CREEK PROJECT, FLOOD CONTROL ZONE NO. 36

SPECIFIC REQUEST(S) OR RECOMMENDATIONS)"&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Authorize the County Auditor-Controller to issue two (2) warrants totalling $224,955.66 payable
to the Finance and Accounting Officer, USAED, Sacramento, as the District's 7.4 percent share
of the Federal project cost and the District's share of Contributed F61 nds Other Costs, for the
period October, 1990 through December, 1990,for the Walnut Creek Project. The warrants shall
be prepared with reference numbers and in amounts as follows:
Warrant No. 1 Cost Account No: 96X8862-FW196 for $196,600.00
Warrant No. 2 Cost Account No. 96X8862-FW197 for $,28,355.66 .
II. Financial Impact:
At this time the Flood Control District is required to make first quarter FY 1991 payments for the
Walnut Creek Project as follows:
7.4 percent required project cost $196,600.00
Contributed funds other (relocations)
San Ramon Bypass No. 3 $ 28,355.66
TOTAL $224,955.66

The warrants shall be funded as follows:

The amount of $28,355.66 is reimbursable from the California Department of Water Resources.
III. Reasons for Recommendations and Background:
By resolution dated January 21, 1958,-the Board of Supervisors of Contra Costa County gave
assurances of local cooperation to the Corps of Engineers for the Walnut Creek Project. Among
these assurances are requirements to pay in cash 7.4 percent; of the Federal project
construction cost and to provide for the relocation of all roads, bridges and utilities required for
the project. The Corps of Engineers has agreed to include relocation work in the Federal project
at 100 percent local cost to be paid as a "Contributed Funds Other"!item. .
On August 26, 1986 the Board of Supervisors approved and executed a Joint Exercise of
Powers Agreement with the City of Walnut Creek which obligated the Flood Control District to
pay 7.4 percent of the cost of channel.cover funded by the City and included in the Federal
project as a "Contributed Fund Other" item.
Under current State law the local costs of relocation work required for the San Ramon bypass
Project is 100 percent reimbursable by the Department of Water Resources.
IV. Conseguences of Negative Action:
Failure to authorize the issuance of a warrant would be cause for the Corps of Engineers to stop
further work on the Walnut Creek Project.
