SUBJECT: Approve Construction of North Richmond Fence Project
Project No.: 7567-6D8632-90, North Richmond Area
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE the Plans and General Provisions and AUTHORIZE issuance of a Purchase Order for
furnishing labor and materials for the North Richmond Fence Project to Bailey Fence Company,
the low bidder, in the amount of $13,918.95 and at the unit prices submitted in said bid.
II. Financial Impact:
The Engineer's Estimate was $13,742.50: This project including engineering and appropriate
overhead charges is funded by State Subvention (70%) and Drainage Area No. 73 (30%).
Ill. Reasons for Recommendations and Background:
The project will fence District owned properties which may otherwise become dump sites for
area residents, creating maintenance as well as public health and safety problems. These
vacant properties were'used during the Wildcat and San Pablo Creeks project, which is now
completed. Bids for the project were received and opened at 255 Glacier Drive, Martinez, on
September 20, 1990.

Other bids received were as follows:
1. $16,550.36 Delta Fence Co.
Five bids were solicited, and two were received.
The Chief Engineer has filed with the Board of Supervisors the Plans and General Provisions for
the subject project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project,
have been filed with the Clerk of the Board and copies will be available to any interested parry
upon request.
The Board reviewed and considered the information contained in the final Environmental Impact
Report (EIR) for the Wildcat and San Pablo Creeks Project on May 18, 1982, and certified that
the EIR had been completed in compliance with the California Environmental Quality Act and
adopted the findings and mitigating measures expressed in Planning Commission Resolution
No. 10-1982.
IV. Consequences of Negative Action:
The project will not be constructed.
