Count DATE: September 27, 1990 (".sr.�.�' ,�ou4S'�`TI �___ _ _ SUBJECT: APPROVAL OF CONTRACT FOR JOINT STUDY OF MBE/WBE/DBE PROGRAMS OF CONTRA COSTA COUNTY AND ALAMEDA COUNTY SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. AUTHORIZE the County Counsel to hire a consultant (National Economic Research Associates) to conduct a joint study of the Minority/Women/Disadvantaged Business Enterprise programs of Contra Costa County and Alameda County and to make appropriate ' reports and recommendations at a cost not to exceed $131 ,472 (Contra Costa' s share of total contract) . 2 . APPROVE the contract between Contra Costa County/Alameda County and the consultant, and AUTHORIZE the County Counsel to execute the contract. 3. AUTHORIZE the County Administrator to develop, coordinate, and implement the preparation and completion of the study including allocation of costs to the various funds within the County budget that support construction in order to minimize the impact on the General Fund. 4. DIRECT the County Administrator and County Counsel to report the study results and make appropriate recommendations to the Board in connection with the County' s MBE/WBE/DBE program. BACKGROUND; The Contra Costa County Board of Supervisors implemented a Minority/Women/Disadvantaged Business Enterprise Program by adopting a construction policy on September 8, 1987 and a purchasing policy on June 27, 1988. The goals established are 13% MBE and 2% WBE for construction contracts and 15% MBE and 5% WBE for purchasing contracts. Goals of 20% MBE and 7% WBE for professional/personal service contracts have not been formally adopted. On March 13 , 1990 the Board approved a Joint Powers Agreement between Contra Costa County and Alameda County for a joint study to provide the Counties with additional evidence relating to the use of minority-owned and women-owned businesses to allow each jurisdiction to determine ' whether changes in its MBE/WBE/DBE program are desirable or required. Proposal responses were received on May 4, 1990 from eight prospective consultants. Each Proposal was reviewed and rated by an evaluation committee composed of staff from both counties. Based on totals of individual staff ratings, four firms were selected for oral interviews with the evaluation committee. The result of the interviews was the selection of National Economic Research Associates of San Francisco, California. The study, which would be performed under contract with the County Counsel' s Office,. would cover three program areas -- construction, purchasing, and professional/personal service contracts. The study would be completed within six months at a total cost of $328, 680. Under the Joint Powers Agreement previously approved by the Board, Contra Costa County' s share of the study costs is 50%. Subsequent negotiations between the Administrators of Alameda and Contra Costa Counties yielded an agreement of a 40%/60% split with Contra Costa County' s share being 400 or $131, 472 .
