REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1985 the Legislature enacted AB 1934 (Bates) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstration Primary Intervention Programs. The Primary Intervention Program (PIP) was established in California in 1982 to help young children get a good start in school by fostering a healthy self- concept, thereby deriving maximum profit from the school experience. In so doing, this would aid in the prevention of later-life problems of school failure, unemployment, substance abuse and emotional instability. In May, 1990 the State approved a joint application by the County Health Services Department and the Antioch Unified School District for funding of this three year project at Bidwell Elementary School. The Board Chair should sign six copies of the agreement, five of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health.
