SUBJECT: of Mental Health for Continuation of Joint Primary Intervention Programs (PIP)
with San Ramon Valley Unified School District
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Approve and authorize the Chair to execute on behalf of the County, a
Statement of Compliance and Standard Agreement #29-446-5 (State #90-70118)
with the State Department of Mental Health in the amount of $23,384 for the
period July 1, 1990 through June 30, 1991. This is the second year of a
three year joint project with San Ramon Valley Unified School District to
operate Primary Intervention Programs at Golden View and Greenbrook Elemen-
tary Schools.
B. Authorize the Health Services Director or his designee to negotiate and
execute Contract #24-379-5 with San Ramon Valley Unified School District,
for the period from September 1, 1990 through June 30, 1991, in the amount
of $23,384, to carry out said Primary Intervention Programs at Golden View
and Greenbrook Elementary Schools.
II. FINANCIAL IMPACT:
Approval of this agreement by the State will result in $23,384 of State funding
for the second year of the three year Primary Intervention Programs with San
Ramon Valley Unified School District. Sources of funding are as follows:

25,887 San Ramon Valley Unified School District
15,754 County Mental Health In-Kind Share
$ 65,025 Total Program Amount
This agreement for State grant funds requires a 50% local match generated jointly
by County Mental Health and the local school district involved. This joint 50%
match is required for each of the three years of State funding.
County Mental Health's in-kind contribution includes an allocation of a specific
number of hours of current staff time already budgeted in the Alcohol/Drug
Abuse/Mental Health budget, plus mileage and administrative/overhead costs. No
new monies are required. No new County revenue will be generated by this grant
as grant monies received will flow through the Health Services Department to the
School District via subcontract to finance project staff hired by the School
District and to cover project operating expenses.
The County received $22,413 of State funding for the first year of the Primary
Intervention Program at Golden View and Greenbrook Elementary Schools during FY
1989-90.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
In 1985 the Legislature enacted AB 1934 (Bates) which created the Mental Health
Primary Prevention Fund in the State Treasury as a stable mechanism to partially
finance three-year demonstration Primary Intervention Programs.
On October 17, 1989, the Board approved Agreement #29-446-4 with the State
Department of Mental Health for the first-year of funding a joint project with
San Ramon Valley Unified School District for a three year Primary Intervention
Program at Golden View and Greenbrook Elementary Schools. The prior three-year
project at Bayview Elementary School had been so successful that in February
1989, County Mental Health and the San Ramon Valley School District jointly
submitted an application for State funds to initiate new Primary Intervention
Programs at these two additional schools. The application was approved for
funding by the State with FY 89-90 as the first year of a new three-year funding
cycle for the two new program sites.
The Board Chair should sign six copies of the agreement, five of which should
then be returned to the Contracts and Grants Unit for submission to the State
Department of Mental Health.
