REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1985 the Legislature enacted AB 1934 (Bates) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstration Primary Intervention Programs. On October 17, 1989, the Board approved Agreement #29-446-4 with the State Department of Mental Health for the first-year of funding a joint project with San Ramon Valley Unified School District for a three year Primary Intervention Program at Golden View and Greenbrook Elementary Schools. The prior three-year project at Bayview Elementary School had been so successful that in February 1989, County Mental Health and the San Ramon Valley School District jointly submitted an application for State funds to initiate new Primary Intervention Programs at these two additional schools. The application was approved for funding by the State with FY 89-90 as the first year of a new three-year funding cycle for the two new program sites. The Board Chair should sign six copies of the agreement, five of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health.
