SUBJECT: Proposed Membership of a Task Force on Compost
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(.S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Appoint the following members to the Compost Task Force:
A. Representatives of industries which produce products from organic
material: Mr. Lou Truesdell, 704 The Alameda, Berkeley, CA 94707.
Mr. Truesdell represents American Soil Products Corp. which develops
and markets compost.
B. University and extension service expert: Mr. Dick Gliebe, 40 Anson
Way, Kensington, CA 94707 . Mr. Gliebe is Compost Manager for the
University of California at Davis and is a commercial grower in
Kensington where compost is used as an integral part of soil fertility
and water conservation practices.
C. A representative from transfer stations in the County: Mr. James
Pezzaglia, Acme Fill Corporation, P. O. Box 1108, Martinez, CA 94553 .
D. Agricultural organizations: Ms. Joyce Sutliff, 51 Blade Way, Walnut
Creek, CA 94598 . Ms. Sutliff is a member of the California Strawberry
Board and has experience composting..
E. Public service organizations: Ms. Phyllis Cesar, 22 San Jose Court,
Walnut Creek, CA 94598. Ms. Cesar represents the League of Women
Voters.

2 . Direct the Community Development Department to return to the Board of
Supervisors on October 16, 1990 with the proposed members for the following
types of organizations:
• Waste collection service and disposal facility operator;
• Park/recreation, land development and other potential user groups:
A representative of the East Bay Regional Park Group to be nominated
by the Park District General Manager.
BACKGROUND:
On September 24, 1990, the Board of Supervisors approved the Internal Operations
Committee recommendation to create a task force on compost as a technically
oriented group to be integrated with the Source Reduction and Recycling
Committee of the Contra Costa Integrated Waste Management Task Force. The
Community Development Department Director was requested to return to the Board
of Supervisors with names of proposed members in the following categories:
• Representatives from industries which produce products from organic
material;
• University and extension service expert;
• A representative from transfer stations in the County;
• Agricultural organizations;
• Pubic service organizations;
• Park/recreation, land development and other potential user groups;
• The Source Reduction and Recycling Committee of the Contra Costa
Integrated Waste Management Task Force;
• Waste collection service and disposal facility operators.
