C S'. 8 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 2, 1990- by the following vote: AYES: Supervisors Powers, McPeak, Torlakson, Fanden NOES: None ABSENT: Supervisor Schroder ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Closure of the Girls' Treatment Center. Peggy Radke-Rochelle, a group counselor at the Girls ' Treatment Center, appeared before the Board this day and requested the Board to reconsider its decision to close the Center. She expressed concern with the impact the closure would have on girls who are difficult to place and who need the services provided at the Center. Gerald Buck, .Probation Officer, referred to the budget crises facing the State which has impacted on funding allocations to this County. He advised that in the budget process for the 1990-1991 fiscal year he was required to save $479 ,000. He noted that the Girls ' Center provides shelter to approximately 13 girls at a time with a maximum capacity of 19 beds with the annual cost per bed being approximately $43 , 000. The following persons spoke in support. of keeping the Girl' s Center open: Pauline Johns, 3640 Grand Avenue, #205, Oakland; Janice Siders, P. 0. Box 653., Diablo; Jacque Salvador, (representative of Contra Costa Employees Assn. ,. Local I ) , 222 Golf Club Road-, Pittsburg; Linda Leeper, 25-25- Stanwell Drive, Concord; Lucille Pike, 425 Glen Road, Danville; Natalie Russell, Juvenile Justice and Delinquency Prevention Commission and the Mental Health Advisory Board, 1626 Barnett Circle, Pleasant Hill; Robin O'Shea, Juvenile Hall-Chaplains, 2096. Herron Avenue, Walnut Creek; and Sandy Nichols, 748- Pinde Valley Road, Pinole. Board members discussed the impact of reduced revenues on the increased need for services. Supervisor Fanden suggested that consideration be given to funding the Girls' Center from the Contingency Fund-. Supervisor Powers commented on the need for the electorate to approve certain tax measures on the November ballot to assist with the funding of needed services such as the Girls' Center, mental health and other human service programs. He commented on the delay with the opening of the newly completed West County Justice Detention Center and of the need to replace the obsolete County Hospital. He recommended .that this matter be referred to the County Administrator for report to the Board as soon as possible on the impact of closure of the Girls' Center and the Boys ' Center and other programs that were in the last two years. Supervisor Torlakson advised that if the Alcohol Tax Initiative passed, he could support a shortterm loan from the Contingency Fund' to be used for keeping the Girls ' Center open pending the receipt of Measure D- monies. r IT IS BY THE BOARD ORDERED that the County Administrator, Probation Officer and Health Services Director are REQUESTED- to investigate and determine potential funding sources to retain the Girls ' Center, reopen the Boy' s Center, and restore other essential services eliminated during the past two years and report to the Board as soon as possible.
