SUBJECT: GRANTS
I am pleased to report that Contra Costa County was recently
awarded two highly competitive federal grants to fund two
significant projects in the area of substance abuse.
The first, a five year grant, from the Office for Substance Abuse
Prevention will provide over $2.6M to fund the County's
"Partnership for a Drug Free Contra Costa" . This will allow us to
proceed with the regional approach to developing and implementing
substance abuse programs .
With the Board's leadership, Contra Costa County has distinguished
itself, in the words of the review committee, as having "an
understanding of the problem and the need for a broad based
representation in community coalition building" as well as having
"a strong foundation of extensive and widespread prevention
activities" . The Community Partnership Program is one of the new
federal initiatives in the war on drugs and Contra Costa County is
among the first to be funded for these demonstration projects.
The second grant, from the Office of Treatment Improvement, is for
$1 .5M over 3 years to fund a unique, comprehensive substance abuse
treatment program for the residents of public housing. The project
entitled "Taking Back Our Community" was developed by the Housing
Authority and the Health Services Department and the two agencies
who will provide the services, Neighborhood House of North Richmond
and the Drug and Alcohol Prevention Program of the Boys and Girls
Club of East County. The project was praised as reflecting "state-
of-the-art practices" , as being potentially "applicable and
replicable in most public housing communities nationwide" , and as
having "a superior evaluation plan" .

Our success in securing these highly competitive grants is
attributable to the Board' s and County Administrator Phil
Batchelor's support and leadership in this area. The drug and
alcohol conference, and the Action Plan were, I believe, evidence
that this county is committed to prevention and treatment of
substance abuse .
I want to acknowledge and thank Mr. Perfecto Villarreal, Executive
Director of the Housing Authority, and his staff for their
significant contribution to the development of the "Taking Back Our
Community" Proposal .
Finally, I want to acknowledge and thank Drug Program Chief, Chuck
Deutschman, and Alcohol Program Chief,. Jerry Nava staffs for their
tireless efforts in developing the projects, writing the grants,
and staying on top of the process .
