ESTABLISHING A CITIZENS' ADVISORY COMMITTEE PURSUANT TO LAND
SUBJECT: USE PERMIT FOR MARSH CANYON LANDFILL SITE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Establish a Citizens ' Advisory Committee for the Marsh
Canyon Landfill Site, tentatively to include representatives
from the following:
* The City of Antioch
* The City of Brentwood
* The City of Clayton
* The Oakley Municipal Advisory Council
* The Marsh Creek Association
* The Clayton Regency Mobile Home Park Association
* One or more representatives from environmental
organizations.
* The East County Regional Planning Commission
* The East County Transportation Committee :(Transplan)
* One or more representatives from commercial or
industrial firms which will be served by the Marsh
Canyon Landfill Site.
* One or more representatives from park and recreation
districts and health or human service providers in the
area.
* The Contra Costa Water District
* The East Bay. Regional Park District
2. Request the Community Development Director to contact the
above agencies and return to our Committee on October 22,
1990 with the names of individuals and specific agencies and
firms to be represented on the Citizens' Advisory Committee.

3 . Request the Community Development Director . to outline a
proposed charge for the Citizens' Advisory Committee, based
on the conditions of approval for the land use permit,.for
the Marsh Canyon Landfill Site, and return a proposed charge
to our Committee on October 22, 1990.
4. Indicate the Board of Supervisors ' intent that the Citizens '
Advisory Committee begin meeting when the development
program is ready to be undertaken by County staff .
BACKGROUND:
On July 24, 1990, at the request of Supervisor Torlakson, the
Board of Supervisors referred to our - Committee, the County
Administrator and the Community Development Department the
attached report recommending the formation of a Citizens'
Advisory Committee ' for the Marsh Canyon Landfill Site, as is
required by the conditions of approval for the Land Use Permit
for the Marsh Canyon Landfill Site.
Itis important to note that this Citizens' Advisory Committee is
to provide a forum for addressing safety and emergency
procedures, landfill related traffic issues, 'screening of visual
impacts and problems of litter, odor and noise control. The
Citizens' Advisory Committee' s charge is not to argue about
whether or not there should be a landfill located in Marsh
Canyon, since that decision will be made in other forums. In
addition, it should not be the role of the Citizens ' Advisory
Committee to address the -day-to-day operations of the Landfill,
except as those operations impact on the rest of the surrounding
community.
Our Committee will recommend' the precise composition of the
Advisory Committee and the individual members of the Advisory
Committee following our October 22, 1990 meeting.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: 'Refer to Internal Operations, County
Administrator and Community Development Department to establish
and implement a Citizen' s Advisory Committee pursuant to the Land
Use Permit for the Marsh Canyon Landfill site. Membership to
consist of one representative fromof each of the following:
O City of Antioch
o City of Brentwood
O City of Clayton
O Oakley Municipal Advisory Council
o Marsh Creek Association
o Clayton Regency Mobile Home Park Association
o Representative from Environmental organizations
O East County Regonal Planning Commission
O Transplan
O Human Services Advisory committee
(DSAC, Park and Recreation Dist. , Human or Health Service
provider)
o Member-at-large
Meetings shall be held at least quarterly through the first two
years of landfill operation. The county Health Department and
Community Devlopment Department will be responsible for
providing information and staffing for the committee.
BACKGROUND INFORMATION: The conditions for approval of the Land
Use Permit for the Marsh Canyon landfill site call for the
organization of a local advisory committee, consisting of elected.,
representatives of local residents and neighborhood associations '
to comment and advise on the development of the landfill and its
operations . According to the conditions of approval, the Board of;
Supervisors may sanction the Local Advisory committee as an
official county committee to implement the conditions setforth in
the Land Use Permit. Issues for consideration at meetings
should include but may not be limited to: safety and 'emergency
procedures, landfill related traffic issues, screening of visual
impacts and problems Of litter, odor and noise -control. The
meeting agenda also may include discussions of reports on the
landfill construction, operation and maintenance. The committee
will also help identify and prioritize the programs for host
community mitigation. /
