Itis important to note that this Citizens' Advisory Committee is to provide a forum for addressing safety and emergency procedures, landfill related traffic issues, 'screening of visual impacts and problems of litter, odor and noise control. The Citizens' Advisory Committee' s charge is not to argue about whether or not there should be a landfill located in Marsh Canyon, since that decision will be made in other forums. In addition, it should not be the role of the Citizens ' Advisory Committee to address the -day-to-day operations of the Landfill, except as those operations impact on the rest of the surrounding community. Our Committee will recommend' the precise composition of the Advisory Committee and the individual members of the Advisory Committee following our October 22, 1990 meeting.
