Proposed Response to the Report of the 1989-90 Grand Jury:
SUBJECT: "Contra Costa County Adult Detention Facilities"
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Adopt this report of our Committee as the Board of Supervisors' response to
the Report of the 1989-90 Grand Jury: "Contra Costa County Adult Detention
Facilities."
2. Remove this item as a referral to our Committee.
BACKGROUND
On June 12, 1990 the 1989790 Grand Jury submitted the report entitled "Contra
Costa County Adult Detention Facilities" which was subsequently referred to the
Internal Operations Committee. On September 20, 1990 our Committee met to discuss
the recommendations and review proposed responses. At the conclusion of these
discussions we prepared the attached response utilizing a format suggested by a
previous Grand Jury which requested that responses clearly specify:
A. Whether the recommendation is accepted or adopted;
B. If the recommendation is accepted, a statement as to who will be responsible
for implementation and a definite target date;
C. A delineation of constraints if a recommendation is accepted but cannot be
implemented within the calendar year; and
D. The reason for not adopting a recommendation.
Responses to Grand Jury recommendations coming from our Committee will follow this
format as closely as possible.

CONTRA COSTA COUNTY ADULT DETENTION FACILITIES REPORT
Recommendation No. 1
The Board of Supervisors support.legislative and initiative actions to amend the
California Constitution to allow for prison industries.
Response
A. We concur with the intent of the Grand Jury.
B. We are requesting the County Administrator to provide an analysis of
Proposition 139 - Prison Inmate Labor.: Tax Reform. The Sheriff-Coroner
intends to support the ballot measure believing developing prison industries
will both provide an important rehabilitative program for the inmates and
generate revenues to help defray operations costs.
Recommendation No. 2
The. Sheriff's Department reinstate the plan to include the construction of a new
Bay Station in the WCDF facility.
Response
A. We accept this recommendation within fiscal constraints.
B. The Board of Supervisors and the Sheriff-Coroner's Department concur that the
future location of a new and permanent site for the Patrol Bay Station should
be at the West County Justice Facility. There are insufficient funds to
proceed with the design and construction of the station. The Sheriff is
exploring alternate methods of financing the project including construction
by inmate labor as part of a job training program.

I have reviewed the findings, conclusions and recommendations of the 1989-90 Contra Costa
Grand Jury. I am pleased that the Grand Jury found our facilities efficiently managed, in
good repair and that, except for overcrowding, there were no major areas of concern. The
specific conclusions and recommendations are addressed as follows:
1. Although opportunities in programs are offered to the inmates, many remain idle
during much of their jail time. Giving prisoners meaningful work would enhance
self-esteem and provide job skills for future employment.
*** RESPONSE ***
The Sheriff-Coroner's Department strongly concurs with
the conclusion of the Grand Jury. The Department has
been actively involved with the General Services
Department; the East County Fire District and Flood
Control to expand the opportunity for inmate labor.
For example, this month the first inmate Flood Control
crew will begin operations with 12 inmates assigned to
clean and restore many of the county creek beds that
have been long neglected. It is our intentions to greatly
expand these important rehabilitative work
opportunities.
2. A new Bay Station should be included in the WCDF plans.
*** RESPONSE ***
The Sheriff-Coroner's Department concurs that the
