Acknowledge receipt of this report from our Committee and the attached report from the Personnel Department on the status of the Career Development Employment Program. 2. Refer this subject to the 1991 Internal Operations Committee and request the Director of Personnel to make a further status report to the 1991 Internal Operations Committee by March 1, 1991. 3 . Remove this item as a referral to. the 1990 Internal Operations Committee. BACKGROUND: Our Committee last made a status report to the Board of Supervisors on this subject on April 3, 1990. We are pleased to note that since the inception of the Career Development Employment Program 59 individuals have been accepted into the program. Of this number, 26 individuals have completed their training and have been transitioned into permanent positions in the Merit System, 8 individuals have ,been separated for cause, one individual has resigned and the balance remain in training. Since March 30, 1990, 13 individuals have been accepted into training in seven ( 7) County departments. CC: ATTESTED a, J990 County Administrator PHIL BATCHELOR,CLERK OF THE BOARD OF Director of Personnel SUPERVISORS AND COUNTY ADMINISTRATOR ,DEPUTY M382 (10/88) BY The Personnel Department reported that they have been involved in the planning and development of the City of Richmond' s Outreach, Pre-Employment and Pre-Apprenticeship Training Program. This program, which was initiated by Supervisor Powers, is designed to take advantage of the employment opportunities which may develop in the building and constructiontrades as a result of the Chevron Modernization and other construction which is expected to take place in West County over the next few. years. This program is being designed to provide residents of the West County area the opportunity to become apprentices in the building and construction trades. The Personnel Department also continues to operate its shared Career Development Employment Program in conjunction with the City of Pittsburg, although the contract with Pittsburg expires in April and it is unclear how the joint program will be financed after that date. This program is currently working with 28 individuals from Pittsburg. Finally, the Custodial Training Program has been joined with the Career Development Employment Program- in an effort provide additional participant training, employment opportunities and transition to Merit System positions. To date, 2 participants have been hired on Merit System positions, one as a Custodian and one as a Laborer. We are asking that the Director of Personnel make another report to the 1991 Internal Operations Committee in about six months. We believe that these periodic reports provide a valuable opportunity to keep the Board Members and the general public up-to-date with some of the more innovative employment and outreach efforts which are being. made - and made successfully - by the County. . I. Pre-Employment and Pre-Apprenticeship Training Program The County Personnel Department has been involved in the planning and development of the City of Richmond's Outreach, Pre-Employment and Pre-Apprenticeship Training Program, since it was conceived nearly eight months ago. We got involved at the request of Supervisor Tom Powers who took the initiative to .convene a coalition of business, labor, education and government representatives to discuss employment opportunities in the building and construction trades that may develop as a result of the proposed Chevron Modernization Project and other major business and industry development planned and scheduled in West County over the next five years. This meeting .took place on or about January 15, 1990. Since that initial meeting, the coalition has met on several occasions to formally discuss the process for developing a plan for outreach, recruitment, training and job placement in the building and construction trades industry. The Contra Costa Building and Construction Trades Council hired Jonothan Dumas as the Director of the Richmond Community Outreach Program and serves as their primary representative to the City of Richmond's Outreach, Pre-Employment and Pre-Apprenticeship Training . Program. Jonothan is the key facilitator of Building and Construction Trades Recruitment Orientation Workshops . sponsored by Contra Costa County Personnel/CDEP. Two recruitment workshops were held during this period, August 15th and September 12th (Exhibit "B") . III. East County Career Development Employment Program Office As you may be aware, in our last report we reported that we were in the process of consummating a staff sharing agreement with the City of Pittsburg for the purpose of reactivating the CDEP in Pittsburg. In May the agreement was executed which also provided for, at no cost to the County, office space, telephone, office furniture, photocopying, reception and clerical support. In addition to implementing the CDEP in the Pittsburg area, we also provide the following: * Employment Opportunities Information and Referral * Posting of Open and Promotional Employment Opportunities * Distribution of Job Announcements and Applications * Distribution and Validation of Courtesy Examination Notices * Employment Counseling - Appointments Include: * Review or assist in the development of resumes * Review examination process written and oral * Offer test taking tips * Selection process * Current employment opportunities open/continuous IV. Custodial Training Program (Exhibit "C") On May 22, 1990, the Board of Supervisors adopted Resolution # 90/333 revising the Custodial Training Program established by Resolution #88/682. The primary purpose for the revision was to join the Trainee Program with the Career Development Employment Program to provide additional participant training, employment opportunity and transition to Merit System positions. Ten Workforce/Custodial Training Program graduates were placed on the CDEP eligible list on June 14, 1990. To date, two individuals from the group have been hired, one as a Laborer and one as a Custodian I . CUSTODIAL i'RAINING PFORAt1A Participating Departments: Social Service General Services Personnel May 1990 CONTRA COSTA COUNTY COOPERATIVE CUSTODIAL TRAINING PROGRAM Step 1 Social Service Department's Work Program Counselors recruit program participants. Step 2 Personnel Department staff conducts CDEP program orientation scheduled by Work Program Counselor. Step 3 Work Program Counselor conducts Job Finding/Keeping Workshops (seven days) upon completion participants are referred to the Personnel Department for participation in the CDEP Personal Development Workshops. Step 4 CDEP staff conducts CDEP Personal Development Workshops. Upon completion participants are referred back to the Work Program Counselor for assignment to the on-the-job training component administered by the General Services Department. Step 5 General Services Custodial Division provides -on-the-job training and supervision to participants for ten weeks. Upon completion of the training period participants are rated based on their performance. Thirty-five (35) is a passing score. A certificate of completion will be issued to successful participants. Certificated participants are referred to the CDEP for oral interview preparation. Step 6 CDEP staff conducts Pre-oral Interview Workshop. Step 7 CDEP staff convenes the Official Qualifications Appraisal Board and conducts oral interview. Step 8 CDEP promulgates referral list when requested by General Services for selection interview.
