Acknowledge receipt of this status report and approve the direction being taken by staff .as outlined below. 2. Fix October 17, 1990 from 3 : 00 P.M. to 5: 00 P.M. as the date, time and place for the next meeting of the Drug and Alcohol Coordinating Committee, approve the attached draft agenda for the meeting and authorize Supervisor McPeak to Chair the Meeting. BACKGROUND: We last reported to the Board on this subject July 17, 199Q. Since that time a good deal of activity has taken place. Among the significant issues are the following: 1. The Board of Supervisors has approved our recommendation that the Board commit specified funds from Proposition 134 to the schools, thereby insuring that everyone is clear that funds from Proposition 134 are available to the schools. 2 . We believe that the County will receive a grant from the U.S. Office of Substance Abuse Prevention (OSAP) in the amount of $500,000 a year for five years. Formal announcement of the grant award is forthcoming from Washington, D. C. momentarily. Plans are well under way for Red Ribbon Week [October 21 - October 28, 1990] . Health Services is coordinating their planning with the CASA groups throughout the County, with private businesses and with the cities. A. A Resolution proclaiming Red Ribbon Week will be presented to the Board of Supervisors shortly by the Health Services Department. B. A rally will be held during the Board Meeting on October 23, 1990 in honor of Red Ribbon Week and each regional coordinator will pin a red ribbon on his or her Supervisor. C. The Health Services Department will be supplying all County employees with red ribbons. D. The Contra Costa Council' s Update magazine will have an article in the. October issue about Red Ribbon Week and what this County is doing. 4. We are recommending that the next Drug and Alcohol Coordinating Committee meeting be held on October 17, 1990 at Faith Lutheran Church in Pleasant Hill. A proposed agenda is attached. 5. The KGO-TV (Channel 7)/Lesher Communications Media event is now scheduled to take place during Red Ribbon Week. Filming of some of the drug. and. alcohol programs in the County is being planned. The Health Services Department staff . are in touch frequently with the producer of the series, which will be featured on the evening news each night during the week and will also include a 30. minute call-in .program. 6. The County Personnel Department is working on a Drug-Free Workplace policy for County employees which should be presented to the Board of Supervisors shortly. 7 .• The October issue of 'the Contra Costa Council' s Update will carry an article about the Drug-Free Workplace Act of 1988 as well as an article about the Health Services Department' s priorities regarding drugs in the workplace. We will have an opportunity to have an article in Update each month to share information regarding the Drug-Free Workplace Act with the business leaders in the County. 8. Health Services Department staff are working with the Contra Costa Council and the Concord Chamber of Commerce on a small business consortium so smaller businesses .will have access to substance abuse help similar to an in-house employee assistance program. 9. Celebrity tennis tournaments are being planned for 1991, as well as a Mothers' Day event encouraging restaurants to provide non-alcoholic beverages to pregnant women free of charge. A training program for servers in the hospitality industry is also being planned. Our Committee is asking the Health Services Director to report again to our Committee on this subject on October 22, 1990 and we will have a further status report for the Board of Supervisors following that meeting. -3- PROPOSED AGENDA FOR COUN'T'YWIDE COORDINATING COMMITTEE 1. Review and approve. the Drug-Free Workplace Manual, as recommended by the group of private sector employers who had expressed a willingness to review the policy. . 2 . Report on the status of activities .in each school district. 3 . Report on the status of treatment services. 4. Report from the Media Committee. 5. Reports (written) from Regional Coordinators. 6 . Review use of matrix. 7 . Report on action of the Board of Supervisors in committing Proposition 134 funds to the schools. Each agenda item should clearly indicate which individual will be presenting the report and should identify the action required by the Coordinating Committee. Additional items may be added and expanded on at ,the discretion of the Health Services Director. . i
