One for a representative of the Countywide Drug and Alcohol
Coordinating Committee.
One for the County Superintendent of Schools.
8. Agree to schedule time on the Board' s agenda for Tuesday,
November 13 , 1990 at 11: 00 A.M. for a presentation by FACT
on the valuable contribution which is made to human services
in the County by the funds which are allocated by FACT,
particularly those contributed by property tax payers to the
Ann Adler Trust Fund.
9. Request the County Administrator or his designee to meet
with the Treasurer-Tax Collector in an effort to clarify any
problems or misunderstandings regarding the inclusion with
property tax bills of a brochure soliciting funds for the
Ann Adler Trust Fund and report his findings and
recommendations to our Committee by not later .than January
7 , 1991 .
10. Request the staff to FACT to prepare and forward to the
County Administrator by October 15, 1990 a letter which can
be signed by each member of the Board of Supervisors to be
sent to each property tax payer who makes a contribution
this year to the Ann Adler Trust Fund expressing the Board' s
appreciation. for the contribution.
11. Request the Social Services Director to report to bur
Committee on December 10, 1990 on the status of
contributions to the Ann Adler Trust Fund, along with his
recommendations regarding_ any actions the Board of
Supervisors needs to take in terms of amending contracts to
insure the fiscal integrity of the Ann Adler Trust Fund and
AB 2994 Trust Fund, along with the contracts they Isupport,
both between now. and December 31, 1990 and thereafter.

12. Remove as a referral to our Committee the July 25, 1989
referral relating to the appointments and the June 19, 1990
referral relating to appointments to FACT, leaving on
referral the review of the status of the contracts as
outlined in Recommendation # 11 above.
BACKGROUND:
When the Board of Supervisors restructured FACT on July 25, 1989
it directed that all prospective appointments be reviewed by the
Internal Operations Committee for appointment by the Board of
Supervisors.
On September 20, 1990 Terri Kard and Maridel Moulton, members of
FACT and Bill Weidinger, staff to FACT, met with our Committee.
We received the attached report which outlines the actions FACT
is requesting the Board of Supervisors take, along with the
applications from those individuals who have applied for
membership on FACT. In addition, our Committee reviewed the
request of the Social Services Director for appointment of the
agency and advisory board representatives to FACT which was
forwarded to our Committee by the Board of Supervisors on June
19, 1990.
The above recommendations result from our discussion with the
members of FACT.
We also reviewed the attached memorandum from Mr. Weidinger
outlining the fact that FACT has committed more funds than it
appears it will have because of shortfalls in the contributions
to the Ann Adler Trust Fund and AB 2994 Trust Fund. As a result,
it appears that the Board of Supervisors may have to amend the
contracts with various agencies to reduce their payment limit
between now and December 31, 1990 in order to keep the trust
funds balanced.
We are also suggesting that FACT schedule a "media event" before
the Board of Supervisors, outlining the valuable contribution
which is made by these funds and soliciting further contributions
from the public. We hope that a well planned presentation will.
generate positive publicity for the Ann Adler Trust Fund so that
further reductions or elimination of contract programs will not
be necessary.

RECOMMENDATIONS ON CERTAIN STATE AND COUNTY FUNDING SOURCES.
at Supervisor Sunne McPeak's. Their
applications are attached.
On September 6, 1990, I intervieVed Clarice
.Lawrence at my office. Ms Lawrence was
recommended by the Mayor of Pittsburg and her
application is attached.
On September 10, 1990, Colleen Floyd,
Assistant to Supervisor Tom Powers and myself
interviewed three applicants at Supervisor
Powers' office and , their applications are
attached.
Notices in the Martinez Gazette and Contra
Costa Times were successful in obtaining six
applicants. Ms Floyd spent a great deal of
time in calling West County agencies to obtain
additional applicants and continues to seek
additional applicants to fill the remaining
at-large seat from West County.
Supervisor Torlakson's office was contacted in
early September for additional applicants, as
was Ruth Gooden of United Way. Mary Lou Lucas
was very helpful in providing me with
community contacts.
Efforts continue to fill the two "at-large"
seats; one from West and one from East. Ms
Floyd is arranging two additional interviews
for the week of September 17, 1990.
II. FACT's Request to convert the Children's
Coalition seat to an additional- at-large seat
To the best of my understanding, the
Children's Coalition has not met for the past
six months.
FACT's concern about converting this
designated seat to an at-large seat is that
the geographical representation of at-large
seats would then not be evenly distributed.
This could possibly be equalized by rotating
yearly this additional at-large seat to each
part of the county.
III. Recommendation to fill the "converted" at-
large seat
FACT wishes to recommend the appointment of
Kathleen Odne to this new converted at-large
seat.
IV. New Representatives from FACSAC & AB 90
Representatives from these two committees have
been difficult to obtain because of the
involvement of committee members in many other
activities. However, a FACSAC alternate
member has expressed her willingness to serve
on FACT, but her application has not yet been
received.
Additionally, Gary Yancey, member of the AB90
committee, has delegated Jack Waddell, Deputy
District Attorney, to represent the AB90
committee on FACT.
V. Request to Temporarily Drop the Designated
Seat of the Children's and Adolescent Task
Force
FACT's Co-Chair, Kathi McLaughlin, has made
repeated attempts to obtain a representative
from CATF. None of the CATF members are
"conflict-free" due to their involvement_ in
many community programs. One of the CATF
members offered to sit on FACT, but abstain
from the contract awarding process. This does
not seem workable. Because of this, FACT does
not want to have a vacancy on the committee
that cannot be filled for some time. When
CATF can provide a "conflict-free"
representative, FACT will request their
reinstatement.
VI. Request to add two additional 'committees to
FACT's membership
FACT feels that there needs to be additional
representation in the area of substance abuse
and respectfully asks the Internal Operations
Committee to suggest a committee FACT can
contact.
If the Internal Operations Committee grants
our request to temporarily drop CATF, FACT
would like an additional designated seat to
represent children's issues. We respectfully
request you to suggest a committee we can
contact.

SUBJECT: FUNDING SHORTFALL

The Family and Children's Trust Committee (FACT) wishes to update
you on the current $30,000 funding shortfall that the AB 2994 and
Ann Adler Family and Children's Trust is experiencing and also
outline our strategies for addressing this situation.
The attached memo from Phil Simonds, Fiscal Officer, Department of
Social Service, describes the declining funds to the Ann Adler
Trust. Projections for this fund the AB 2994 are below what was
anticipated when FACT awarded these monies to the following eight
contractors: Early Childhood Mental Health Programs;
FamiliesFirst; Child & Family Therapy; Contra Costa Child Care
Council; West Contra Costa Youth Services Bureau; Tri-County
Women's Recovery; Rape Crisis and. Battered .Women's Alternative.
FACT members think that one factor for this decrease to The Ann
Adler Fund may be the negative publicity FACT received
approximately a year ago regarding conflict of interest issues.
An additional issue that will affect the contractor's award for the
period of January, 1991 through June, 1991, is the decision the
Committee made a . year ago to award -the balance of funds, that had
previously been kept in reserve, for programs. The decision to
spend the balance on programs was predicated on the intention of
the staff person, at that time, to work with a graduate student to
increase media exposure and therefore increase contributions.
However, the staff person subsequently left the agency and the
graduate student was assigned other duties.
On August 30 , FACT met with the eight contributors and various
strategies were discussed. _ Although we will finalize a strategy
for each agency at our September 17 meeting that best meets their
needs and the needs of their clients, it is probable that there
will be a small percentage reduction of their grant through
December, 1990.

We are planning to send letters to past donors informing them of
the vital work our contractors perform and ask our donors to
contribute again. We are also planning to contact our local
newspapers and ask them to run articles about the Committee, our
contractors and The Ann Adler Fund. We intend to complete these
two tasks -in mid-September. As you know, Al Lomeli's office
includes information and a contribution form for The Ann Adler Fund
in the tax statement he sends to homeowners, which will be mailed
in late September.
We wanted to_ keep you informed of these events and if you have any

$196,714. We have awarded contracts for .$298,467 for the period.
January-December, 1990. Based on projected annual receipts ofor
$124,267, the FACT fund balance on January 1, 1991, will only be
$19,648. Any extension of the current contracts in excess of
this $19,648 would have to be based on other funds and/or a4
projected receipts subsequent to January 1, 1991.

SUBJECT: FACT REVENUE
Below are FACT revenue figures for July thru Dec for the past three
years._ You will notice that the monthly average decreased each
year. The most significant change was a 15,000 decrease in tax
donations. last year. I am unaware of any big push to get donations
increased this year so would recommend we use the monthly projected
revenue I stated in my July 23rd grant status report.
