BACKGROUND: The Building Inspection Department's cost of providing building and other permit services exceeds the amount of revenue received by the Department from building and other permit fees. The Department therefore recommends that the attached ordinance increasing some of the fees charged by the Building Inspection Department be adopted. SUMMARY. This ordinance establishes' revised and increased fee schedules for various fees collected by the Building Inspection Department. SECTION II. BUILDING PERMIT FEES. 1. Building Permit Fees. Building permit fees are established and shall be determined pursuant to the following building permit fee schedule and evaluation table. A. BUILDING PERMIT FEE SCHEDULE Total Valuation Fees $1 to $500 $15. 00 $501 to $2 ,000 $15. 00 for the first $500 plus $2. 00 for each additional $100 or fraction thereof. $2 , 001 to $25, 000 $4.5. 00 for the first $2 , 000 plus $7. 50 for each additional thousand or fraction thereof.` $25, 001 to $50,000 $217 . 50 for the first $25, 000 plus $6. 00 for each additional thousand or fraction thereof. $50,001 to $100, 000 $365. 00 for the first $50,000 plus $4. 00 for each additional thousand or fraction thereof. $100;001 and up $565. 00 for the first $100,000 plus $2 . 50 for each additional thousand or fraction thereof. When the valuation. of the proposed construction exceeds one thousand dollars ($1000 ) and a plan is . required to be submitted, a plan review fee shall be paid to the Building official at the time for submitting plans and specifications for checking. Plan review fees shall be 65% of the building permit fee. Where plans are incomplete, or changed so as to require an additional plan review, an additional plan review fee .shall be charged at the rate of thirty dollars ( $30 ) per hour with a minimum of one hour. 3. California Energy Commission Requirements. An additional fee in the amount of 25% of the building permit fee' and . 25% of the plan review fee is imposed to insure compliance with the California Energy Commission requirements set forth in Chapter 2-53 of Part 2 of Title 24 of the California Administrative Code. —SECTION III. ELECTRICAL PERMIT FEES. Electrical permit fees are established as follows: 1. Minimum fee. The minimum fee for any electrical permit, unless otherwise indicated, is twenty-five Dollar . . . . . . . . . . . . . . $25. 00 .. 2. New Dwellings. For each electrical permit for a', new one or two-family dwelling unit or a multi-family dwelling unit, not including provisions for low voltage, protective, security or signal and communications circuits , the fee is Ten Dollars plus Two Dollars and Fifty Cents per one hundred square feet or fraction thereof including garages . . . . . . . $10. 00 and 2 . 50 3. Swimming Pools. Storable Swimming Pools, Hot Tubs and Decorative Fountains. For above and below grade storable swimming pools, therapeutic hot tubs, decorative fountains , and objects made of wood, plastic, fiberglass, metal or similar materials, the fee (which excludes 'installation of yard lighting or change of electrical service) is Twenty Dollars for electrical connections of motors, panels, branch and feeder circuits connected to an existing wiring system . . . . . . . . . . $20.00 . 5. Electric- Power Distribution Poles. (a) Construction Power (Poles) . The fee for a permit -for, .a construction power pole served either underground or overhead for electricservice power use for construction sites of buildings, structures, or facilities, is a unit fee as follows : 0-200 ampere electric service $25. 00 Over 201 ampere electric service . . $30. 00 The fee for additional sub-feeders and distribution power panels is Ten Dollars each . . . . . . . . . . . $10. 00 (b) Permanent Power (Poles) . The fee for a permit for a * permanent power pole to power equipment as specified by the owner and approved for the specified use is Twenty-five;; Dollars. $25. 00 6. Restore Service. The fee for a permit to restore electric utility service shut- off for any reason, ' including vacancy, fire or official act, is Twenty-five Dollars, (including electrical , heating and plumbing inspections and minor repairs , but excluding fees for required major corrections ) . . . . $25. 00 7. Air Conditionin . The fee for an. addition of a central- A/C cooling and/or heating system to an existing dwelling is Twenty-five Dollars for each dwelling unit, connected to- an existing electrical system, including a change of' the electrical service. . . . . . . . . . . . . . . . . $25. 00 k 8. Investigation with Report. The fee for an investigation requiring a report is Eighty Dollars. $80. 00 9. Low Voltage, Protective, Security, Signal and Communication Circuits. The fee for a permit forproprietary remote control , signaling, power limited,- fire protection system, TV system, security system, communication and sound circuits, including circuits less than. fifty volts installed in commercial, • industrial locations or multi-family dwelling units is Twenty- five Dollars . . . . . . . . . . . . . $25. 00 10. Mobile Home and Trailer Parks. The. fee for permit for installation of electrical power and/or lighting system construction, remodeling, maintenance, repair or other activities at mobile home and travel trailer parks shall be as set forth in Chapter 5 of Title. 25 of the California Code of Regulations. The filing fee shall not be added to fees established pursuant to said Chapter 5. Fees for items not included in the schedule shall be as set forth in this ordinance. 11. Solar Heating and/or Cooling System Installations. , . For one and two-family dwelling units , the fee (including change of electrical service) for a permit for solar heating and/or cooling system installation, including required electrical and plumbing inspections, is Twenty-five Dollars for each dwelling . . . . . . . . . . . . $25. 00 12. Dwelling Unit Landscape Lawn Water ;System. The fee .for the electrical and plumbing permit for a lawn sprinkler system with electrical circuits attached to an existing system for a detached one or two-family dwelling is Twenty-five Dollars for each dwelling unit. . . . . . . . . . . . .. . . $25. 00 ORDINANCE NO. 90- 94 -5- 13. 'Open Air Sales Lots and Decorative Lighting. The fee for the installation of electrical wiring required for electrical service equipment, festoon and floodlighting outlets , switches, photocell control, time clocks , receptacles, branch circuits, etc. , for temporary open air sales lots, and/or decorative lighting is Twenty-five Dollars. Electrical power for such uses shall be for a period not to exceed ninety days . $25. 00 . 14. Electric Signs and Outline Lighting. The fee for inspection of electric wiring and equipment associated with illuminated advertising or identification signs and outline lighting located at one address or subdivided space for the same tenant or owner is Twenty-five Dollars for the first illuminated sign and Five Dollars for each additional illuminated sign . . . . . . . . . . . . . . . $25. 00 $ 5. 00 15. Addition and Alteration to Dwelling Units. Fees for commercial or - industrial work (including retail stores , offices, motels , mobile trailers, boat harbors, boat docks and marinas ) are as follows: (a) For an electrical permit in conjunction with a building permit (excluding food markets) the fee is 20% of the building permit fee. The minimum fee is Twenty- five Dollars . . . . . . . . . . . . $25. 00 (b) For an electrical permit issued insconjunction with a building permit for the shell: 1) Including system grounding, but without partitions, feeder conductors and distributing equipment, the fee is Twenty-five Dollars . . . . . . . . . . . . . . $25. 00 2 ) With service equipment and distributing system, the fee is 2% of the building permit fee. Upon, this ordinance becoming operative and effective, Ordinance No. 88-90 , .adopted on October 10 , 1988,; is repealed and replaced by this Ordinance. SECTION VII. AUTHORITY. This ordinance is enacted, in part, in accordance with the provisions of Government Code Sections 54985 et seq. , 549,9:0 et seq. and 65962 . SECTION VIII. - EFFECTIVE DATE. This ordinance becomes effective 60 days after passage, and within 15 days after passage shall be published once with the names of supervisors voting for and against it in the Contra Costa Times , a newspaper published in this County.
