SUBJECT: CONTRACT INCREASE WITH CARROLL-RESOURCES ENGINEERING AND MANAGE-
MENT FOR THE STATE ROUTE 4 OVER THE WILLOW PASS GRADE PROJECT.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
1. Recommended Action:
Approve an increase to the Consulting Services Agreement with Carroll-Resources Engineering
Management (C-REM) for additional services needed to complete the alternative analysis and
environmental document for the State Route 4 over Willow Pass Grade project, in an amount of
$10,000.00 for a new payment limit of $475,284.00
II. Financial Impact:
No financial impact to Contra Costa County. An agreement between the County and the San
Francisco Bay Area Rapid Transit District (BARTD) executed February 8, 1988, provides that
BARTD reimburse the County for all costs incurred for project development, in an amount not
to exceed two million dollars ($2,000,000.00).
III. Reasons for Recommendations and Background:
The .1973 EIS for State Route 4 is incomplete in addressing the noise environment within the
current project limits, particularly between Willow Pass Road (east) and Bailey Road. Thus, a
new noise assessment of the project was included in the Consulting Services Agreement for the
current project. Both Caltrans and the County felt that the scope of work proposed was
inclusive of all elements required for a noise assessment.

After Caltrans and FHWA reviewed the initial noise studies, it was determined additional
monitoring and analysis would be needed to accurately develop noise predications. This work
is in addition to the original scope of work and requires an increase to the consulting services
agreement in the amount of $10,000.00.

Consultant will not be compensated for work that is necessary for successful.completion of
project.
