SUBJECT: APPROVE AMENDMENT TO COOPERATIVE AGREEMENT TO WIDEN STATE ROUTE
4 AT DISCOVERY BAY, Project Nos. : 4660-6X4067-87 & 4660-6X4122-88
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Chair of the Board of Supervisors to execute the Amendment
to Cooperative Agreement No. 4-1047-C between the County and ,the State of California to
provide for the widening of State Route 4 from Bixler Road to the;j east property line of the
Discovery Bay development.
II. FINANCIAL IMPACT:
There is no financial impact to the County General Fund. The amendment increases the funding
from Caltrans to provide an additional $67,000 for preliminary engineering and an additional
$36,000 for construction engineering.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In 1979 the Discovery Bay Area of Benefit was formed to provide funding to widen State Route
4 from Borden Junction to the east boundary of the Discovery Bay development. Caltrans
agreed to fund the design, administration and construction engineering as its share of the cost
of the improvements. The first two phases, Borden Junction to Bixler!Road, were completed by
Caltrans. The remaining 3 phases, Bixler Road to the east boundary of Discovery Bay are to
be completed by the County under the terms of Cooperative Agreement No. 4-1047-C which
was executed on February 23, 1988.

Ill. REASONS FOR RECOMMENDATION/BACKGROUND Cont'd:
The Agreement obligates Caltrans to fund the design, administration and construction
engineering for the project and the County to fund the construction and right of way costs. The
original estimates for preliminary and construction engineering were based on a percentage of
a contract cost estimate of $1,530,000. The contract cost is now estimated at $1,950,000 and
the design and construction engineering estimates have been revised based on that figure.
Phase III, construction of the bridges at Kellogg and Kendall Creeks is nearing completion.
Phases IV and V have been combined into one project and the design is complete. The project
has been advertised and bids were received on September 13, 1990.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve and execute the Amendment to the Cooperative Agreement will result in no
increase in funding from Caltrans and the County will not be reimbursed for costs incurred.
