Accept this report from the Transportation Committee on federal
transportation funding policy.

' SUMMARY
Increased federal funding for transit and a fundamental = -
restructuring of federal aid programs for transportation are -- - -
proposed in documents received from the Metropolitan Transportation
Commission (MTC) and the American Public Transit Association
(APIA) . These recommendations are made as Congress considers
-reauthorization of transportation funding programs which expire in
1991 . The Transportation Committee and staff have reviewed and
concur with these positions. Unless otherwise directed by the
Board, the Committee will request the Board' s representative to MTC
to support these positions.

BACKGROUND
MTC has forwarded to the Board copies of its recently adopted
"Principles for Post Interstate Advocacy" , containing five
principles for renewed federal transportation programs, and a
report entitled "Transit 200011 , published by APTA, which proposes a
redirection of national transit policy. MTC' s paper calls for
increased federal and state gasoline taxes for transportation; use
of formulas to distribute funds; a systems approach, emphasizing
development of interdependent highway and transit networks;
flexibility in the use of funds; and funds for maintenance of local
roads.
The APTA report grew out of concerns over mounting urban and
suburban congestion, deteriorating air quality, loss of mobility by
the elderly, the poor, the handicapped and residents of rural
communities, and the inability of transit to respond to these
concerns. The "Transit 2000" report proposes more flexibility in
the allocation of federal transportation funds and a broader role
for the nation' s transit agencies. Specifically, the report makes
the following recommendations:
1. The federal surface transportation program should be
restructured substantially in order to better address the
mobility needs of the nation. Attention should focus on the
movement of people, not the movement of vehicles.
2. The concept of transit should be broadened to encompass
increased availability and use of transit and other high
occupancy and shared-ride services serving diverse needs and
reducing the growth in vehicle-miles of travel, while
accommodating increased passenger-miles of travel.
3 . Regional decision-making on the use of federal transportation
funds should be strengthened.
4. Greater flexibility and a multi-modal approval should be used
in the planning and financing process.
5. Formula allocations, dedicated funding and multi-year funding
should be used to improve the reliability and predictability
of federal funding.
6. Existing federal transportation funding programs should be
continued and expanded to meet future demands for transit and
high-occupancy, shared-ride services. Federal funding for
transit should increase from $3 . 2 billion per year to at least
$8 billion.
7 . An immediate increase in gasoline tax/motor fuels `taxes should
be enacted.
8. The federal tax code should be revised to promote private and
non-federal investment in transit and to eliminate taxation of
employer transit subsidies.
9. Transportation projects should be integrated more closely with
land use planning in order to encourage increased use of
high-occupancy, shared-ride services.
