That the Board authorizes the County staff to investigate the efforts being made by local governments and the West Contra Costa Solid Waste Management Board regarding the development of a West Contra Costa waste transfer facility to determine whether or not progress is being made towards the timely development of a facility which will meet the needs of the West County after closure of the West Contra Costa Sanitary Landfill in 1992 and will provide the recycling capabilities mandated by AB 939. 2. That the Board authorize County staff to initiate direct discussion with effected West Contra Costa communities regarding the timely development of a waste transfer facility for West Contra Costa. Discussions should center on the need to develop the waste transfer facility, regardless of its location in an incorporated or unincorporated area of Contra Costa County. Staff should offer all reasonable support and encouragement for development of a waste transfer facility. 3. To the extent required, in order to ensure timely development of a West County waste transfer facility, the staff should activate the franchise application for a West County waste transfer facility and immediately begin discussions with applicants who can demonstrate the ability to develop an appropriate waste transfer facility and who have the waste stream commitments necessary to ensure its operation. This is the same period of time within which the West County landfill is to reach to its final, capacity. A serious problem will exist if a transfer station in West County is not given the highest priority. If. not; we could encounter the same problems we have experienced in 'Central County. Recently, the Board asked for RFPs to grant franchises to agencies interested in constructing a West County transfer station, but no action has been taken. If locations for transfer stations are in the unincorporated areas, we will bear the responsibility to permit and franchise those applications and thus, blame, if there is any delay. It is imperative that we move rapidly to discuss with the effected communities their concerns about rates and conditions of development on any transfer station that may be constructed in the unincorporated area of West County. It is even more critical that this be accomplished in a timely fashion because time is running out and we do not wish to repeat the problem that has occurred in Central County due to the delays in the permitting process. An effort needs to be made to begin discussions for franchising any potential user or constructor of a transfer station. Since no public agencies have applied to construct such a transfer station, we must rely on the private industry applicants who have requested to be franchised.
