Appoint to the Human Relations Commission seat previously occupied by Ocie B.Huff,for a term expiring November 4, 1992: Ms. Hertiscine Lawson 2731 Wright Avenue Pinole, CA 94564 2. Appoint to the Human Relations Commission seat previously occupied by Raul Herrera, to complete an unexpired term ending November 4, 1990: Ms. Olivia Tafolla Moritz 2972 Palo Verde Way Antioch, CA 94509 3. Appoint to the Human Relations Commission seat previously occupied by Art Gonzales, to complete an unexpired term ending November 4, 1991: Mr. David L. Hernandez 413 Heather Drive San Pablo, CA 4. Direct the County Administrator to send letters to all candidates who were unsuccessful in being appointed to these vacancies,indicating that the Board of Supervisors appreciates their having applied and would like to keep their applications on hand for future vacancies. Direct the County Administrator to prepare for the Chair's signature letters to the candidates who were appointed to the Human Relations Commission congratulating the candidates on their appointment. 6. Direct the Executive Director,Human Relations Commission,to write to the Hispanic Roundtable and other hispanic oriented organizations in the County,soliciting their cooperation in identifying additional hispanic candidates interested in being appointed to the Human Relations Commission,particularly hispanic men from East County,so the Board of Supervisors has some candidates available when there are next vacancies on the Commission. 7. Remove this item as a referral to our Committee. BACKGROUND: On January 16, 1990 the Board of Supervisors referred to our Committee three vacancies which exist on the Human Relations Commission, along with the ranking which had been submitted to the Board by the Human Relations Commission. On January 22, 1990 our Committee met with the Chair of the Commission and reviewed the rankings which had been submitted by the Commission, along with an additional application which had been submitted after the Commission had completed its rankings. We carefully reviewed the applications in an effort to maintain the geographical balance of the Commission and in an effort to reflect the racial and ethnic diversity of the County. We have, therefore, recommended appointing the Commission's first ranked candidate, a black woman from West County. We have also recommended appointing a hispanic man from West County and a hispanic woman from East County. We are still concerned that we do not have a sufficient pool of interested hispanic candidates to insure full representation from the hispanic community. We are,therefore,suggesting that additional recruiting be undertaken through the major hispanic organizations in the County. In this way, we hope to develop a pool of interested candidates who will be available to fill future vacancies as they may occur. - 2 -
