SUBJECT: AUTHORIZING SUBMISSION OF APPLICATION FOR ADDITIONAL
SECTION 8 VOUCHERS AND AUTHORIZING EXECUTION OF AN AMENDED
ANNUAL CONTRIBUTIONS CONTRACT
I. RECOMMENDED ACTION:
Adopt Resolutions No. 3575 and 3776 authorizing submission of an application
to the U. S. Department of Housing and Urban 'Development (HUD) for additional Section
8 Housing Vouchers under the Section 8 Housing Voucher Program and authorizing
execution of an amended Annual Contributions Contract, as recommended by the Advisory
Housing Commission.
II. FINANCIAL IMPACT:
Contract authority in an amount sufficient to cover the rental subsidy and
administration of additional Section 8 Housing Vouchers will be provided by HUD.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Housing Authority has been invited to participate in the Housing Voucher
Program by submitting an application for housing vouchers to assist disaster victims
of the Northern California earthquake. These housing vouchers will be an addition to
the Housing Authority's existing free standing Housing Voucher Program.
In an effort to facilitate an early execution of the Annual Contributions
Contract and release Section 8 Housing Vouchers and funding allocations in a timely
manner, HUD has requested that a Resolution authorizing the Chairman to execute the
ACC accompany the application.
At its regular meeting on Monday, January 29, 1990 the Advisory Housing
Commission voted to recommend adoption of Resolution No. 3575 authorizing submission
of an application to the Department of Housing and -Urban Development for additional
Section 8 Housing Vouchers under the Section 8 Housing Voucher Program and adoption
of Resolution No. 3576 authorizing execution of an amended Annual Contributions
Contract upon- HUD approval of the application .requesting additional Section 8 Housing
Vouchers.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolutions No. 3575 and
3576, authorizing the submission of an application to HUD for additional Section 8
Housing Vouchers under the Section 8 Housing Voucher Program and authorizing
execution of an amended Annual Contributions Contract, the Housing Authority of the
County of Contra Costa would be unable to assist in the provision of housing vouchers
to disaster victims of the Northern California earthquake.

RESOLUTION NO. 3576
RESOLUTION APPROVING SUPERSEDING PART I AND NEW PART II
OF SECTION 8 HOUSING CERTIFICATE PROGRAM
ANNUAL CONTRIBUTIONS CONTRACT NO. SF-468
AND AUTHORIZING ITS EXECUTION
WHEREAS, the Housing Authority of the County of Contra Costa (herein called
the "PHA") entered into a Section 8 Annual Contributions Contract
on November 12, 1975 (as amended) with the United States of
America (herein called the "Government") ; and,
WHEREAS, The Section 8 ACC must now be revised so that it will consist of
the following counterparts:
a. Superseding Part I of the ACC, HUD 52520B (August, 1988) ,
applicable to the Section 8 Existing Housing Certificate
Program; and,
b. New Part II of the ACC, HUD 52520E (June 1985) , applicable
to Section 8 Existing Housing Certificate Program and
Section 8 Existing Housing Voucher Program:
NOW, THEREFORE, BE IT RESOLVED BY THE PHA as follows:
1. The SUPERSEDING Part 1 Section 8 ACC and the New Part II of
the ACC for the Housing Certificate Program and the Housing
Voucher Program are hereby approved and accepted. The Chairman or
Acting Chairman is hereby authorized and directed to execute the
counterparts of the ACC on behalf of the PHA, and the Secretary is
hereby authorized to impress the official seal of the PHA on each
such counterpart and to forward such executed counterparts to the
Government together with such other documents evidencing the
approval and authorizing the execution thereof as may be required
by the Government.
2. This resolution shall take effect immediately.

RESOLUTION NO. 3575
AUTHORIZING SUBMISSION OF APPLICATION FOR
ADDITIONAL UNITS UNDER
SECTION 8 HOUSING VOUCHER PROGRAM
WHEREAS, Section 8 of Title II of the Housing and Community Development Act
of 1974 provides for a program of Housing Assistance Payments. to
residents of existing housing; and,
WHEREAS, the Housing Authority of the County of Contra Costa wishes to
apply to the U. S. Department of Housing and Urban Development
(hereinafter referred to as HUD) for additional units under the
Section 8 Housing Voucher Program for use in assisting disaster
victims of the Northern California earthquake.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of .the
Housing Authority of the County of Contra Costa hereby authorizes
its Executive Director to file an application with HUD for
additional units under the Section 8 Housing Voucher Program.
The Executive Director is further authorized to submit any
additional information in support of the application which may be
required by HUD.
This resolution shall take effect immediately.
