SUBJECT. Relocating of State Department of Health Services Programs
from the Bay Area to Sacramento
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) B BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
The Hazardous Materials Commission recommends that the Board
of Supervisors OPPOSE the move of State Department of Health
Services programs from the Bay Area to Sacramento. The Board
should further AUTHORIZE the Chair of the Board to contact
the Contra Costa Legislation Delegation to assure that the
Department-of Health Services remain in full force in the Bay
Area .
REASONS AND RECOMMENDATION/BACKGROUND:
The Hazardous Materials Commission has recently been informed
that the State Department of Health Services Cancer Prevention
Unit was relocated from the Bay Area to Sacramento in
September 1989 . This relocation resulted in the virtual
decimation of the unit as all professional staff chose to
leave their positions to remain in the Bay Area. These
employees held positions as epidemiologists, statisticians,
research analysts and administrators, and represented
approximately 75 years of combined experience. Since the
Cancer Prevention Unit worked with one of the oldest and most
comprehensive tumor registries in the country, this decimation
impacts research opportunities on a local, state and national
level .
The move of the Cancer Prevention Unit to Sacramento has
direct effect on Contra Costa County. Contra Costa County had
close working relationships with several cancer specialists
with the unit. The close proximity of the unit to the densely
populated Bay Area put them in easy access to all local health
departments. In the future, working relationships will be
more difficult to establish and maintain.

The Hazardous Materials Commission is also concerned about
potential relocation of other programs, including the Public
Health Laboratory, the Epidemiological Studies Section,
Occupational Health Surveillance and Epidemiology Program,
California Birth Defects Monitoring Program, and others . We
see these programs as vital to the public and environmental
needs of Contra Costa county and we believe that every effort
should be made to preserve these programs in the Bay Area.
