Spooner , Contracts Administrato Costa DATE: January 18, 1990 County SUBJECT: Approval of Novation Contract 424-301-20 with Center for Human Development (Youth Educator Program) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize Stuart McCullough, Assistant Health Services Director for Alcohol /Drug Abuse /Mental Health , to exe- cute on behalf of the County , Novation Contract 424-301-20 with Center for Human Development , in the amount of $174 , 782 for the period from November 1 , 1988 through June 30 , 1990 to continue the School-Community Primary Prevention Program (Youth Educators ) and the High-Risk Youth Educator Program, subject to approval by the Board of Supervisors of State Standard Agreement #D-0025-8 A-1 (County #29-435-15) , which provides the funding for this program. Contract #24-301-20 includes an automatic contract extension from June 30, 1990 through December 31 , 1990 in the amount of $47 , 437. II . FINANCIAL IMPACT : This contract continues to be funded by State and Federal funds through contracts with the State , as follows : STATE CONTRACT: D-0010-7 (A-2 ) D-0025-8 (A-1 ) TOTAL TERM: 11/ 1/88-1/31/89 11/ 1/88-6/30/90 AMOUNT Federal Funds - High-Risk Youth : $ 21 , 659 $ 55 , 373 $ 77 , 032, State Funds : 0 97 , 750 97 , 750`' TOTAL: $ 21 , 659 $153 , 123 $174 , 782 No County matching funds are required. The County is allocated $5 , 000 from the State contract for administrative costs during the 20-month contract term. III . REASONS FOR RECOMMENDATIONS/BACKGROUND : The County successfully competed in 1983 for funds available for three-year grants under SB 1409, School-Community Primary Prevention Program. In addition , the State received federal funds to provide prevention services to high-risk youth. The program has operated successfully in the County through a sub- contract with Center for Human Development and has expanded its service delivery with innovative community training workshops . It is a cost effective model of addressing essential prevention needs in Contra Costa County.
