Spooner , Contracts Administrator Costa DATE: January 18, 1990 County SUBJECT: Approval of Standard Agreement (Amendment ) #29-435-15 with the State Department of Alcohol and Drug Programs ' for the School-Community Primary PrPyanrinn Prngrmm SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County , Standard Agreement (Amendment ) #29-435-15 (State Number D-002578 A-1 ) effective October 31 , 1989, with the State Department of Alcohol and Drug Programs to amend Standard Agreement #29-435-14 (effective November 1 , 1988 - October 31 , 1989 ) to extend the School-Community Primary Prevention Program through June 30 , 1990 and increase the contract payment limit by $63 , 249 , from $94 , 874 .to a new total payment limit of $158, 123. ZI . FINANCIAL IMPACT : This program requires no County match. This amendment extends the program through June 30, 1990 and increases the contract payment limit by $63 , 249 for a new total payment limit of $158 , 123. The total program cost of $189 , 593 is provided by the State ( $102 , 750 ) , the federal government ( $55 , 373 for "high risk youth" ) , and participating schools and school districts ( $31 , 470 I'cash match") . The County receives $5 , 000 of the payment limit to cover the County ' s administrative cost . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : The County successfully competed in 1983 for funds available for grants under the School-Community Primary Prevention Program. The State has continued to receive federal funding and is using it to fund prevention services to high risk youth . The program has been operating successfully in the County through a sub- contract with Center for Human Development . The document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing, Health Service's Department ) . The Board Chairman should sign nine copies of the contract , eight of which should then be returned to the Contracts and Grants Unit for submission to State Department of Alcohol and Drug Programs.
