P300 (M347) 7/89 (Rev. ) - D .R, A F T Proposed Salary Range C5-2076 ($3620 - 4400) Contra Costa County October, 1989 DIRECTOR OF AMBULATORY CARE NURSING SERVICES DEFINITION: Under general direction, plans, organizes and manages the ambulatory care nursing services program of the Health Services Department at multiple sites; through subordinates, oversees ongoing nursing service delivery; inte- grates nursing services with other components of the ambulatory care system and Merrithew Memorial Hospital. DISTINGUISHING CHARACTERISTICS: This single position class is distinguished by its specialization in and overall responsibility for ambulatory care nursing management at multiple sites. It is distinguished from the class of Director of Hospital Nursing Services in that the latter class specializes in the management of acute care hospital nursing. It is distinguished from Nursing Program Manager in that positions in the latter class are responsible for nursing services on one or more designated hospital units under the general direction of the Director of Hospital Nursing Services. Clinical direction is received from the Associate Hospital Executive Director - Patient Care and administrative direction is received from the Executive Director, Hospital and Clinics. TYPICAL TASKS: Participates with Associate Hospital Executive Director for Patient Care in developing ambulatory nursing service objectives to standardize deliv- ery of care at multiple sites and in planning and evaluating their accomplish- ment; participates with Associate Hospital Executive Director for Patient Care in planning and controlling the ambulatory care nursing service budget; monitors financial performance and effectiveness in subordinate functional areas and recommends adjustments to enhance services and remain within bud- get; establishes, evaluates and revises standards of care to comply with JCAHO and Title XXII; recommends, develops, implements and evaluates nursing care systems, policies and procedures; plans and directs ambulatory care nursing services through subordinates; consults with and advises subordinates regarding such issues as staffing, operating procedures and utilization of equipment and. supplies; develops, implements and evaluates Quality Assurance activities in ambulatory care setting; evaluates the education and training needs of assigned nursing personnel and makes recommendations for in-service programs as appropriate; interviews, selects, assigns and evaluates the perfor- mance of subordinate nursing personnel; oversees personnel administration and makes recommendations on classification, disciplinary and other personnel actions as appropriate; consults with appropriate administrative staff to pro- vide integration of nursing services with other components of the health care delivery in the ambulatory care system; prepares a variety of reports and sta- tistical data on services provided, workload and productivity indicators; con- sults with appropriate persons on the correct interpretation and application of administrative and personnel policies; participates the clinic Medical Directors and Ambulatory Care Administrator in standardizing policies for multiple clinic sites; represents ambulatory care nursing services at meetings on a variety of subjects and interdisciplinary matters; keeps informed on current trends in nusing and health care adminstration. MINIMUM QUALIFICATIONS: License: Possession of a valid license as a Registered Nurse in the State of California. Education: Possession of a Master's Degree in nursing, hospital or health care administration or a closely related field from an accredited college or university. Experience: Four years of full-time experience or its equivalent as a Registered Nurse, two years of which were in an ambulatory care setting and two years of which were in an acute care hospital. Two years of this experience must have been in the capacity of a head nurse, nursing supervisor or higher level nurse management function. Substitution: A Bachelor's Degree in one of the fields noted above plus two additional years of supervisory experience of the type noted above may be substituted for the Master's Degree. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of current principles and practices of nursing administra- tion; knowledge of accepted nursing principles, practices and procedures; knowledge of medical terminology, clinic routine and equipment; knowledge of hospital and clinic organization and functions of various hospital department; knowledge of current health issues and trends that impact on nursing services provided by the facility; knowledge of principles of personnel administration, accepted supervisory, management and communication techniques; ability to plan, direct and coordinate the activities of a large number of subordinate personnel at multiple sites; ability to maintain effective public and interpersonal rela- tions with the community groups and the general public as well as facility per- sonnel; ability to prepare clear and concise reports.
