Palmer Riedel TO: Terry McGraw, Deputy County Administrator FROM: Michael George, Chief of Administrative Services SUBJECT: Reclassification of Supervising Clerk to Office Manager . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . This is to propose that our Supervising Clerk (Carol Roman) be reclassified to Office Manager effective September 1, 1989. Mrs. Roman' s job duties and responsibilities are reflective of those in the Office Manager classification. She is responsible for office management functions and supervising the clerical operations in the District which consists of 289 full-time positions and approximately 80 Reserve Firefighters for a total of some 370 employees. Mrs. Roman is responsible for the organization of work and supervision of the following clerical functions: a Clerk-Senior who acts as . the Administration Building' s receptionist/switchboard operator and provides clerical support to Fire Prevention Bureau's Engineering Section (primarily building plan review) staffed by one (1) Supervising Fire Inspector and four (4) Fire Inspectors; a Clerk-Senior who provides clerical support to Fire Prevention Bureau' s Weed Abatement Program headed by a Supervising Fire Inspector; a Clerk-Senior who provides clerical support to Fire Prevention Bureau' s Enforcement Section consisting of 10 Fire Inspectors; a Clerk-Senior who assists in performing FLSA/payroll calculations and provides clerical support to one (1) Assistant Chief, six (6) Battalion Chiefs, two ( 2) Chief Fire Inspectors and three (3) Supervising Fire Inspectors; an Accounting Technician responsible .for accounts payable and accounts receivable; a Clerk-Beginning responsible for performing general office services; and a Clerk-Senior and Clerk-Experienced who provide clerical support to our Training Facility. In addition to supervising these various clerical functions, Mrs. Roman manages and coordinates office activities such as typing, word processing, recordkeeping, mail and correspondence routing, office safety and injury reporting, filing, record storage coordination, archiving of word processing files, forms control and revision, office supplies, reproduction of printed materials, setting of clerical work priorities, preparation and maintenance of clerical office procedure Serving the communities of Clayton, Concord, Lafayette, Martinez, Pleasant Hill, Walnut Creek,and some unincorporated County areas manuals, evaluation and improvement of clerical work procedures, establishment of polices and procedures to ensure smooth clerical operations, development and presentation of clerical training, evaluation of clerical staff' s work performance and the conduct of counselling sessions when necessary to improve work performance, office security and space lay-out, evaluation of office equipment needs, projection of clerical budget needs, interviewing of prospective new clerical personnel, and conferring with. District managers to ensure their clerical needs are met. Additionally, Mrs. Roman works under very limited supervision and has considerable independence of action to accomplish the clerical workload of the Consolidated Fire District in the most effective and efficient manner possible. For the above reasons, I believe this reclassification is appropriate. It is my understanding that there is currently no employment list for Office Manager. Therefore, I request that Section 503, Promotion By Reclassification Without Examination, of the Personnel Management Regulations be invoked to effect this reclassification. To accomplish this action, please find enclosed: a classification questionnaire, a clerical organization chart, a P300 and a completed application form for the higher level classification.
