REASONS FURONEBAC10FW D The State of California Dept of Water Resources has established a grant program directed tis the restoration of urban creeks. Private groups may submit applications but must be co-sponsored by a public agency. Dr. Samuel McGinnis has requested the Flood Control District to both co- sponsor the application for a State Grant and to act as the administrator of the grant. Friends of Creeks in Urban Settings is sponsoring Dr. Samuel McGinnis' study. The grant application is to complete a study on a habitat enhancement and management plan for restoration of the natural anadromous fishery to Walnut Creek and its tributaries which has been greatly altered. due to the construction of high drop structures and concrete box culverts in the middle reaches of these waterways. The Markham Arboretum Society has requested the Flood Control District to co-sponsor their application to make modifications to Galindo Creek in the area of Markham Nature Park. Modifications are intended to halt bank erosion and prevent flooding while increasing the attractiveness of the creek through environmentally sensitive means. Mariotti ' s application for a grant from the State Urban Streams Restoration Program contingent upon approvals by the City of Pinole and the U. S. Army Corps of Engineers. AGREE to act as the administrator of the grant if the City of Pinole elects to not act as grant administrator. II. FINANCIAL IMPACT If the City of Pinole acts as Grant Administrator there is no financial impact. If not, the cost to the Flood Control District is expected to be $2 , 000. III. REASONS FOR RECOMMENDATION/BACKGROUND (cont. ) Dr. Mariotti, has requested the Flood Control District to both ' co-sponsor his application for a State Grant and to act as the administrator of the grant. The grant application is to provide landscaping along Pinole Creek, which was originally constructed by the U. S. Army Corps of Engineers and which is entirely within the limits of the City of Pinole. In 1980 the Flood Control District granted an easement to the City of Pinole allowing the City to construct and maintain a linear park in this area. Any changes to Pinole Creek must be reviewed and approved by the Corps of Engineers and the City of Pinole. Dr. Mariotti 's efforts to improve an urban creekside environment are applauded and his proposed landscaping effort has the full support of the Flood Control District. It is preferred, however, that Dr. Mariotti coordinate his landscaping effort with the City of Pinole and that the City act as the grant administrator.
