HomeMy WebLinkAboutMINUTES - 01231990 - T.4 T.4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on January 23 , 1990 by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- SUBJECT: Revision and Renaming of the Oakley Area of Benefit This was the time fixed by the Board to hold a public hearing on the proposed revised development program report, revised estimated costs, cost allocation, fee apportionment and fees for the Oakley Area of Benefit, consideration of an urgency fee ordinance, and the renaming of same to Oakley/North Brentwood Area of Benefit (Unincorporated) , and authorizing a separate fund for. the Delta Expressway portion of the area of benefit fee. Mitch Avalon of the Road Engineering Division of the Public Works Department reviewed .the proposals before the Board in great detail. Board members discussed with staff its questions and concerns including regional mitigation fees, future credits for the Delta Expressway, comparable fees for surrounding communities and cities, the total amount of fees imposed on the area and adjustments with other jurisdictions and Joint Powers Agencies. Chairman Fanden expressed concern with the rising amounts of fees collected on new housing, and commented that before approving the proposals before the Board, she desired to have a breakdown of all the fees charged in East County in chart form, including all fees imposed on any housing development. She noted that when fees are imposed in increments, there is a need to review the total from time to time. She then requested that this fee chart not be limited to East County, but, in fact, cover the entire County. J. Michael Walford, Public Works Director, advised that such a chart had been prepared several years ago, and that it could be readily updated. The Chair declared the hearing open: Eric Haseltine, Haseltine and Best, representing a group of developers, advised that the building community has no problem with the philosophy of areas of benefit fees. He concurred with the Board that there has to be participation in financing the Delta Expressway. He spoke of the need to review the plans for the area, the need for facilities and appropriate financing, and requested enough time to study the matter. Guy Bjerke, 1280 Boulevard Way, Suite 211, Walnut Creek, representing the Building Industry Association, concurred with the remarks made by Mr. Haseltine. Supervisor Torlakson advised that he had no problem with continuing the matter for a couple of weeks, complimented staff on the very good job they have done, and declared that there should be further dialogue with the building community. Good cause appearing therefore, IT IS BY THE BOARD ORDERED that this hearing is CONTINUED to February 6, 1990 at 11: 00 a.m. , and that there be further dialogue with leaders of the building community. IT IS FURTHER ORDERED that the Public Works Director is REQUESTED to furnish to the Board a chart showing a compilation of all fees imposed throughout the County. i-hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Superyis0 on the date shown.
