SCHRODER Supervisor, District 3 DATE: January 3, 1990 SUBJECT: UPDATE OF JUVENILE CORRECTIONS MASTER PLAN BY CRIMINAL JUSTICE AGENCY Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION: Accept Board Order on Update of Juvenile Corrections Master Plan by Criminal Justice Agency and establish Juvenile Correctionsl Facilities Task Force to oversee development of the update. REASONS FOR RECOMMENDATION/BACKGROUND: In March 1982, the Criminal Justice Agency began a comprehensive planning study of Contra Costa County's juvenile corrections program and facility needs. The study resulted in the Juvenile Corrections Master Plan which was completed in 1983. Research for the master plan was guided by a Task Force composed of representatives of major County justice agencies as well as representatives from County and city government and law enforcement agencies. One of the recommendations in the master plan was to have the Criminal Justice Agency monitor the implementation of the plan recommendations and develop an annual update. No updates of the plan have been accomplished. The Criminal Justice Agency has agreed to sponsor the preparation of a juvenile corrections master plan update. The purpose of the update will be to identify program and facility needs for youth involved in the justice system over the next five to ten years; and, to maximize the use of State bond money available to Contra Costa County. The Juvenile Correctional Facilities Task Force will consist of: Robert Schroder, Board of Supervisors, District 3 Honorable Judge John Minney, Juvenile Court Judge Gerald Buck, County Probation Officer Bill Thomas, Probation Institutions Director Ed Jimison, Juvenile Probation Director Tim Ward, Probation Administrative Services Officer Richard K.
