And report back to the Board in 3 weeks time. BACKGROUND: According to a story in The Contra Costa Times, Wednesday, December 27 , 1989, the City of Walnut Creek, recognizing that it would be necessary to provide attractive incentives to get employees out of their cars, has come up with an incentive program that has all the ear marks of a winner: Starting in late January, any Walnut Creek city employee who uses a commute alternative at least three days a week will accrue a half-hour a week of paid leave. That could add about 3 1/4 days a year of time off for complying employees. Also, the city will set up a commute lottery, in which employees can win as much as $250 for every 10 day pay period. The city will also offer a so-called guaranteed ride home policy, which allows employees to use a city car or be driven home by a city employee in case of an emergency. The city will continue to provide a $15 discount bus or BART pass for transit users.
