ADOPTION OF COUNTY-WIDE "RUN FOR DRUG-FREE SCHOOLS" PROGRAM
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Adopt a county-wide "Run For Drug-Free
Schools" program modeled after the successful East County runs
conducted during Fall 1989 . Invite the County Superintendent of
Schools and county Office of Education to co-sponsor the program with
the County Board of Supervisors, through the Health Services
Department and the County' s "Wellness" program.
BACKGROUND INFORMATION: Government alone cannot solve the
serious and growing problem with the abuse of alcohol and other drugs,
it will require the community working together in a coordinated
effort. In East County, Delta Kiwanis has provided an excellent
working model of how different sectors of the community can form
effective partnerships to deal with this escalating problem with the
first-ever "Drug-Free Schools Run" . During the months of October and
November, thirty-one runs were conducted at over twenty schools
throughout East County and culminated in the exciting All-East County
"Turkey Trot" on November 20th and the Tri-Sport Challenge during the
first weekend in December. Over 5,000 students, from kindergarten to .
high school, participated and learned a very important message
promoting drug-free schools, clean living and physical fitness.
The East County "Run for Drug-Free Schools" was organized by
the Delta Kiwanis and the Panther Striders Fitness Club and funded
through the generous corporate sponsorships of USS-POSCO and Dow
Chemical as well as a contribution from the West Pittsburg Foundation.
Holiday turkeys, donated by local businesses and farmer John Mass were
raffled off to participants who completed the run, and registration
scholarships for the Tri-Sport Challenge were distributed to dozens of
deserving students.
The Delta Kiwanis have agreed to assist in implementing the
county-wide program and along with the Panther Striders Fitness Club
have agreed to conduct the East County program once again next year in
East County. In fact, Delta Kiwanis has made this a major community
service project for 1990 and will be applying for co-funding for the
East County Program to Kiwanis International.

From the experience of this first event, it is estimated
that a budget of approximately $3 , 000 would cover the costs of
ribbons, medals, turkeys and staff time to coordinate the program in
each geographic region of the county. Corporate contributions and
other donations should be an integral part of the program budget. A
suggestion is that the coordination of the runs could be done in the
three geographic areas of the county which correspond to the three
regional Substance Abuse committees. A total budget of 12,000 is
estimated for the 1990 program.
It is suggested that the County Board of Education
contribute $4000 to the effort and that the County Health Department
match that for a total of $8000 . Service Clubs and other
organizations would than assist in raising the the additonal funding
needed to conduct the area programs.
There are many benefits to this program. The message about
the importance of a drug-free lifestyle will be reinforced. Our
schools will be provided with an opportunity to meet important
physical fitness goals established by the State of California and
benefit from the direct emphasis on healthy living and exercise.
