RESOLUTION NO. 90/52
SUBJECT: In the Matter of Blackhills )
General Plan Amendment )
The Board of Supervisors of Contra Costa County RESOLVE:
There is filed with this Board and its Clerk a copy of Resolution No. 48-1989
adopted by the San Ramon Valley Regional Planning Commission discussing an
amendment to the County General Plan for the Blackhawk area.
On December 19, 1989, this Board held a hearing on said amendment as discussed
by the San Ramon Valley Regional Planning commission Resolution No. 48-1989.
Notice of said hearing was duly given in the manner required by law. The Board
at the hearing called for testimony of all persons interested in this matter and
numerous people testified. Upon completion of the testimony, the Board closed
thepublic hearing and deferred the decision until January 23, 1989 at 2:00 p.m.
The Board hereby finds that the proposed amendment will have a significant
impact on the environment and that an Environmental Impact Report has been
prepared and processed in compliance with the California Environmental Quality
Act and the County EIR guidelines. CEQA findings for this project are to be
developed consistent with this approval and will be considered for adoption on
February 6, 1990.
The Board members, having fully considered this amendment, determined to amend
the County General Plan for the Blackhawk area from Open Space to Single Family
Residential Low Density, Opens Space and Parks and Recreation. The only change
to the plan as approved by the Commission was to modify the plan text and map to
delete reference to a riding and hiking trail along the western boundary of said
property and limit the number of homes to 40. The Board directs the County
Community Development Department to incorporate this proposed amendment into a
combined amendment . to the General Plan which this Board will consider for
adoption during the 1990 calendar year as one of the four permitted amendments
to the mandatory elements, of the County General Plan.
The Board further directs that the Community Development Department to include
detailed discussion on the following subject areas when the staff reports are
prepared on the planned unit development applications: The appropriate number
of lots, tree preservation (especially heritage trees) , creek preservation,
sensitivity to wildlife species (Alameda's whipsnake, falcons, rare plants) , the
potential to merge Blackhills into the Blackhawk Community and homeowners
association, the convoying of construction traffic to the site, the hours of
construction activity, and the annexation to County Service Area P-2. These all
need to be addressed in the staff reports to insure that the development will be
sensitive to the constraints of the site and the Blackhawk Community.
