Coury}�/ 1 ''fall srq,c6ux`� SUBJECT: Task Force for Waste Management Plan SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION ACCEPT the reports on the Task Force to implement AB 939 and REQUEST that the cities consider the Task Force proposal. FINANCIAL IMPACT AB 939 allows use -of the tipping fee to fund the Task Force and its staff BACKGROUND/REASONS FOR RECOMMENDATIONS On January 16, 1990 the Board of Supervisors requested Staff to return to the Board with a proposal for the composition of the Task Force required under AB 939. The Task Force is responsible for coordinating the development of the Waste Management Plan. Under AB 939, the membership of the Task Force is determined by the Board of Supervisors and the majority of cities within the County which contain a majority of the population. Staff recommends that the proposal for the Task Force be forwarded to the Mayors' Conference and the cities for their review and approval. The Solid Waste Commission has reviewed the requirements of AB 939 and has recommended that the Solid Waste Commission form the base of the new Task Force. Additional members are suggested to represent the solid waste industry, environmental organizations and the general public. Staff basically concurs with the recommendation of the Solid Waste Commission. A broad representation of interests could be achieved by adding at least seven new members to the Commission including city representatives from West County, South County and Far East County, and representatives of the solid waste industry, environmental organizations and general public. County Administrator CC: County Cousel ATTESTED _ .t OU /9 90 Solid Waste Commission (via CDD) `--- -- Mayors' Conference (via CDD) P IL SATCHEL R, CLERK OF THE BOARD OF Environmental Affairs Committee SUPERVISORS AND COUNTY ADMINISTRATOR H5/task.bo M382/7-83 BY ,DEPUTY The charge of the Task Force is explicitly stated in State law, as follows: 1) To insure a coordinated and cost-effective regional recycling system, the Task Force shall do all the following: —Identify Solid Waste Management issues of county-wide or regional concern. - Determine a need for solid waste collection systems, processing facilities and marketing strategies that can serve more than one jurisdiction with the region. - Facilitate the development of multijurisdictional arrangements for the marketing of recyclable materials. - To the extent possible, facilitate resolution of conflicts and inconsistencies between or among City Source Reduction and Recycling Elements. 2) The Task Force shall develop goals, policies and procedures which are consistent with guidelines and regulations adopted by the California Integrated Waste Management Board, to guide the development of the siting element of the county-wide Integrated Waste Management Plan.
