AYES: supervisors Powers , NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 90/1 SUBJECT: -IN THE MATTER OF APPROVING THE -SIDE LETTER WITH CONTRA COSTA COUNTY APPRAISERS' ASSOCIATION The Contra Costa County Board of Supervisors RESOLVES THAT: 1 . On January 9, 1990 the Employee Relations Officer submitted a Side Letter dated December 20, 1989 (Attachment A) entered into with Contra Costa County Appraisers ' Association, outlining negotiated wage agreements and other eco- nomic terms and conditions of employment beginning October 1 , 1989 through September 30, 1991 , for approval by the -Board of Supervisors. This agreement is entered into by County representatives and the Contra Costa County Appraisers' Association representatives to provide salary adjustments while a comprehensive memorandum of understanding is being pre- pared. That document will be finalized by the parties as soon as possible and then will be submitted to the Board of Supervisors for approval . .2. This Board having thoroughly considered said Side Letter agreement, same is approved. 3. If an Ordinance(s) is required to implement any of the foregoing provisions, the Board of Supervisors shall enact said Ordinance(s) . PO Box 63 Martinez CA 94553 Dear Ms. Clark: This confirms agreement to submit this Side Letter, outliningnegotiated wage agreements and other economic terms and conditions of employment beginning October 1 , 1989 through September 30, 1991, for approval by the Board of Supervisors. This agreement is entered into by County representatives and the Contra Costa County Appraisers' Association representatives to provide salary adjustments while a comprehensive memorandum of understanding is being prepared. That docu- ment will be finalized by the parties as soon as possible and then will be sub- mitted to the Board of Supervisors for approval . . Negotiated wage increases for the Appraisers.' Effective January 1 , 1990, the County will contribute up to ten dollars ($1040) per month for a single subscriber and up to twenty-three dollars ($23.00) per month of increased premium for a subscriber with. dependents for the Kaiser and H.E.A.L.S. Health Plans. Effective October 1 , 1990, the County will contribute up to ten dollars ($10.00) per month for a single subscriber and up to twenty-six dollars ($26.00) per month of increased premium for a subscriber with dependents for the Kaiser and 1st Choice Health Plans. B. Effective January 1 , 1990, mileage allowance for the use of personal vehicles on County business shall be paid according to the following per month formula: 1 , l 1pm41 INTERNATIONAL PERSONNEL MANAGEMENT ASSOCIATION MEMBER 1 700 miles $.26 per mile 70-1 plus miles $.20 per mile C. Effective October 1 , 1989, the Educational Incentive Allowance will be increased from thirty dollars ($30.00) per month to forty dollars ($40:00) per month. D. -The County will conduct an organizational/classification study to determine if the salary relationship between the classes of Associate Appraiser, and the related job classification 'of Appraiser Analyst, and the classification of Senior -Auditor -Appraiser is appropriate. Upon completion of the study to be.no later than April 30, 1990, the County will present its findings to the Appraisers' Association. Additionally, the County agrees to meet and confer on the results'of the study. Sheriff's Dispatcher I, Sheriff's Dispatcher II and Supervising Sheriff's Dispatcher will receive pay equity adjustments of 2% effective January 1 , 1990 and 1% effective January 1 , 1991 . In addition, the following benefit improvements have been agreed to: A. Effective January 1 , 1990, the County will contribute up to ten dollars ($10.00) per month for a single subscriber and up to twenty-three dollars ($23.00) per month of increased premium for a subscriber with dependents for the Kaiser and H.E.A.L.S. Effective January, 1 , 1990, Deputy Sheriff Criminalists I, II and III shall be eligible to participate in the "Peace Officer Training Program" as defi- ned in Section 45 of the 1987-89 M.O.U. between the County and the Deputy Sheriffs' Association. D. Effective January 1 , 1990, Sheriff's Aides, S-heriff's Specialists and Sheriff's Dispatchers shall receive a $40.00 per month uniform allowance. E. Effective January 1 , 1990, employees who are assigned in writing to on-call status and are carrying pagers will be compensated at the rate of $200 per week. F. Effective January i , 1990, all Deputy Sheriffs and Sergeants with fifteen years or more of County service, or who subsequently attain during the term of the agreement fifteen years of service, will receive a five percent (5%) physical fitness program differential . Deputy Sheriffs and Sergeants who reach their fifteen year anniversary date during the term of this agreement will receive the five percent (5%) physical fitness program differential on the tenth of the month following the month they attain their fifteen years of service.
