Spooner, Contracts Administrator Costa DATE; January 11, .1090 COUIIIy SUBJECT: Accept Contribution from FamiliesFirst for Services to Foster Parents of Drug-Exposed Infants SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Accept a contribution of $6, 000 from FamiliesFirst as partial .funding of a half-time Public Health Nurse (PHN) position for County's Child Health and Disability, Prevention Program for the period January 1, 1990 through June 30, 1990. The Public Health Nurse will be the health resource person for those foster parents involved in the care of drug-exposed infants. II. FINANCIAL IMPACT: FamiliesFirst has agreed to provide $6, 000 of funding for a half- time Public Health Nurse (PHN) position for the County's Child Health and Disability Prevention Program. An additional $24 ,000. of Early Periodic Screening, Diagnosis and Treatment (EPSDT) federal funds will be used to cover the cost of the position. No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Contra Costa County is experiencing an increase in the number of drug-exposed infants being delivered in local hospitals. Due to the unstable and chaotic family environment, most of these infants are placed in foster care homes. Since the Child Health and Disability Prevention Program is involved with the Department of Social Services in assisting, foster parents obtain necessary medical and dental exams, the staff has become aware that many of the foster parents are not equipped to deal with these infants for a variety of reasons. The infants require more intensive case. management, and the foster parents need more support in order to maintain these difficult infants in their homes. In order to meet the needs of this population, the CHDP Program and FamiliesFirst have agreed to provide special services in a coordinated and comprehensive manner. FamiliesFirst provides special training to their foster parents who care for drug-exposed . infants. In order to provide a health resource person for foster parents involved with FamiliesFirst in the care of drug-exposed infants, FamiliesFirst will provide $6, 000 of funding for the Public Health Nurse position.
