Justification
I. RECOMMENDATION
Approve and Authorize the Public Works Director to execute the
Consulting Services Agreement with DKS Associates to complete
traffic forecasting for the new State Route 4 Willow Pass Road
Interchange in West Pittsburg.
II. FINANCIAL IMPACT
There will be no impact to the County general fund. The cost,
estimated to be $9, 000, will be funded by the Contra Costa
Transportation Authority and BART funds allocated to this
project.

III. REASONS FOR RECOMMENDATION/BACKGROUND
As part of the design of the State Route 4 Willow Pass Road
Interchange project , traffic forecasting is required for
operational analysis in order to determine directional traffic
flows. Since DKS is doing the traffic modeling for the County
under the State Route 4 Bailey Road project, the additional
information needed for this project can be accomplished quickly
and economically.
IV. CONSEQUENCES OF NEGATIVE ACTION
Should the Board choose not to approve this agreement, completion
of the design of the State Route 4 Willow Pass Grade Lowering
project could slip by two months and the SB140 grant funds may be
lost.
