This description addresses the funding sources and justification for this position request. Public Health Program Specialist 1.0 FTE (Funded primarily by Cost Center 5768, Prevention General - County dollars from Public Health and A/DA/MH) . This position is currently filled by a personal services contract which would be phased out) . Responsible for overall management of major components within the Prevention Program, i.e. .alcohol, drug abuse, and mental health (including child abuse and other forms of violence) , as well as assistance in the overall administration of the Prevention Program. Makes programmatic, policy and budgetary recommendations to the Prevention Program Director. Administers a major federal grant to prevent intentional injuries among adolescents, including liaison with grantor, coordinating national and local outreach, monitoring federal budget and county matching funds and managing cost center in execution of grant activities . Coordinates Prevention Program management team and assists Director on hiring, supervision and training of health educators, paraprofessionals, staff and interns . 75 Santa Barbara Road Pleasant Hill, California 94523 (415) 646-6511 • -2- Researches, develops, and prepares project reports, grant proposals and statistical information, develops and evaluates major planning documents such as Intentional Injury Prevention Plan. Oversees planning facilitation of community-based health and human service coalitions and major community health, promotion and prevention efforts . Oversees programmatic evaluation efforts. Responsible for liaison to United Way, Contra Costa County Board of Education, Superintendent of Schools, and Health Department programs (MCH, A/DA/MH, Public Health) , as well as community health and human service agencies. Program liaison with the U.C. Berkeley Graduate Schools of Social Welfare and Public Health for intern recruitment and internship program development. Oversees and monitors contracts with community agencies . This position is critical to the ongoing work of the Prevention Program. Presently, the Program is staffed by contractors who fulfill the duties and responsibilities of permanent staff without the accompanying benefits, such as health insurance, paid holidays and vacations, and job stability. The success of the Program relies on the quality and abilities of the staff; the Program cannot expect to flourish with anything less than full time, highly professional permanent employees, who are invested in their work as well as that of the Contra Costa County Health Services Department.
